[R.S. 1:13(B) and 24:177(E)] LaFleur SB No. 635 Present law provides that the state superintendent of education, subject to the approval of the State Board of Elementary and Secondary Education, may set rental rates and usage fees for the Cecil J. Picard Educational and Recreational Center. Proposed law repeals present law and provides instead that in accordance with the provisions of present law governing the administration of state lands, responsibility for the Cecil J. Picard Educational and Recreational Center, including all lands, property, facilities, equipment, or any other corporeal movable property that is part of the facility as of the effective date of proposed law, shall be transferred from the Dept. of Education to the Dept. of Public Safety and Corrections, office of juvenile justice. Proposed law additionally provides that the office of juvenile justice shall exercise all powers, duties, functions, and responsibilities in connection with the management and operation of the Cecil J. Picard Educational and Recreational Center in Bunkie. Proposed law provides that the deputy secretary for youth services may set rental rates and usage fees for the Cecil J. Picard Educational and Recreational Center. Additionally provides that the deputy secretary for youth services shall establish all rules and regulations necessary for the operation of the facility consistent with the mission of the office of juvenile justice and to provide opportunities for youths.
