LaFleur (SB 635) Act No. 725 Prior law provided that the state superintendent of education, subject to BESE approval, may set rental rates and usage fees for the Cecil J. Picard Educational and Recreational Center. New law repeals prior law and provides instead that in accordance with prior law governing the administration of state lands, responsibility for the Cecil J. Picard Educational and Recreational Center, including all lands, property, facilities, equipment, or any other corporeal movable property that is part of the facility as of the effective date of new law, shall be transferred from the Dept. of Education to the Dept. of Public Safety and Corrections, office of juvenile justice. New law additionally provides that the office shall exercise all powers, duties, functions, and responsibilities in connection with the management and operation of the Cecil J. Picard Educational and Recreational Center in Bunkie. New law provides that the deputy secretary for youth services may set rental rates and usage fees for the Cecil J. Picard Educational and Recreational Center. Additionally provides that the deputy secretary shall establish all rules and regulations necessary for the operation of the facility consistent with the mission of the office and to provide opportunities for youths.
