MOTOR VEHICLES. Creates a prestige license plate for the Louisiana Youth Leadership
Seminar Corporation. (8/1/14)
AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the creation, issuance, and design of such license plates; to provide relative to the3
fee and distribution of such plates; to authorize the promulgation of rules and4
regulations relative to the creation and implementation of a special prestige license5
plate; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:8
ยง463.165. Special prestige license plates; The Louisiana Youth Leadership9
Seminar Corporation10
A. The secretary of the Department of Public Safety and Corrections11
shall establish a special prestige motor vehicle license plate for The Louisiana12
Youth Leadership Seminar Corporation, provided there is a minimum of one13
thousand applicants for such plate.  These license plates shall be restricted to14
use on passenger cars, pickup trucks, recreational vehicles, and vans.15
B. The secretary shall work in conjunction with The Louisiana Youth16
Leadership Seminar Corporation to select the color and design of the plate,17 SB NO. 639

provided that it is in compliance with R.S. 47:463(A)(3). However, the plate1
shall bear the acronym "HOBY", across the bottom of the plate, immediately2
followed by the words "EMPOWER/LEAD/EXCEL" in capital letters.3
C. The prestige license plate shall be issued, upon application, to any4
citizen of Louisiana in the same manner as any other motor vehicle license plate.5
D. The department shall collect an annual royalty fee of twenty-five6
dollars for this special prestige license plate that shall be disbursed in7
accordance with Subsection E of this Section. This fee shall be in addition to the8
standard motor vehicle license tax imposed by Article VII, Section 5 of the9
Constitution of Louisiana, and a handling fee of three dollars and fifty cents for10
each plate to be retained by the department to offset a portion of administrative11
cost.12
E. The annual royalty fee shall be collected by the department and13
forwarded to The Louisiana Youth Leadership Seminar Corporation. The14
monies received from the royalty fees shall be used solely for the support of15
programs administered by The Louisiana Youth Leadership Seminar16
Corporation for leadership training to high school sophomores.17
F. The secretary shall adopt rules and regulations as are necessary to18
implement the provisions of this Section.19

Proposed law provides that the prestige license plate shall be issued, upon application, to any
citizen of Louisiana in the same manner as any other motor vehicle license plate.
Proposed law provides for the secretary to work in conjunction with The Louisiana Youth
Leadership Seminar Corporation to select the color and design of the plate. Provides that
such plate shall bear the acronym "HOBY", immediately followed by the words

Proposed law requires the department to collect an annual royalty fee of $25 for each plate
issued and specifies that such fees be collected by the department and forwarded to The
Louisiana Youth Leadership Seminar Corporation . Specifies that the monies received from
the royalty fees shall be used solely for the support of programs administered by The
Louisiana Youth Leadership Seminar Corporation for leadership training to high school
sophomores. Further provides for the standard registration license fee and a handling fee of
$3.50 to be retained by the department to offset a portion of administrative cost.
Proposed law requires the secretary to adopt rules and regulations to implement the
provisions provided in proposed law.
Effective August 1, 2014.
