AN ACT1
To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2
for the creation, issuance, and design of such license plates; to provide relative to the3
fee and distribution of such plates; to authorize the promulgation of rules and4
regulations relative to the creation and implementation of a special prestige license5
plate; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 47:463.165 is hereby enacted to read as follows:8
ยง463.165. Special prestige license plates; The Louisiana Youth Leadership9
Seminar Corporation10
A. The secretary of the Department of Public Safety and Corrections11
shall establish a special prestige motor vehicle license plate for The Louisiana12
Youth Leadership Seminar Corporation, provided there is a minimum of one13
thousand applicants for such plate.  These license plates shall be restricted to14
use on passenger cars, pickup trucks, recreational vehicles, and vans.15
B. The secretary shall work in conjunction with The Louisiana Youth16
Leadership Seminar Corporation to select the color and design of the plate,17
provided that it is in compliance with R.S. 47:463(A)(3). However, the plate18
shall bear the acronym "HOBY", across the bottom of the plate, immediately19
followed by the words "EMPOWER/LEAD/EXCEL" in capital letters.20
C. The prestige license plate shall be issued, upon application, to any21
citizen of Louisiana in the same manner as any other motor vehicle license plate.22
D. The department shall collect an annual royalty fee of twenty-five23
dollars for this special prestige license plate that shall be disbursed in24

accordance with Subsection E of this Section. This fee shall be in addition to the1
standard motor vehicle license tax imposed by Article VII, Section 5 of the2
Constitution of Louisiana, and a handling fee of three dollars and fifty cents for3
each plate to be retained by the department to offset a portion of administrative4
cost.5
E. The annual royalty fee shall be collected by the department and6
forwarded to The Louisiana Youth Leadership Seminar Corporation. The7
monies received from the royalty fees shall be used solely for the support of8
programs administered by The Louisiana Youth Leadership Seminar9
Corporation for leadership training to high school sophomores.10
F. The secretary shall adopt rules and regulations as are necessary to11
implement the provisions of this Section.12
