                    Allain (SB 651)	Act No. 776
Prior law provided for the illegal carrying of weapons.  Defines the crime and provides
conditions and penalties.
Prior law prohibited the intentional possession or use by any person of a dangerous weapon
on a school campus during regular school hours or on a school bus.  Defined "school",
"campus", and "school bus". Provided the prohibition does not apply to the following
persons:
(1)A peace officer in the performance of his official duties.
(2)A school official or employee acting during the normal course of his employment or
a student acting under the direction of a school official or employee.
(3)A person having written permission of the principal or school board and engaged in
competition or in marksmanship or safety instruction.
Prior law provided that it did not prohibit active justices or judges of the supreme court,
courts of appeal, district courts, parish courts, juvenile courts, family courts, city courts,
federal courts domiciled in the state, and traffic courts, constables, coroners, district
attorneys and designated assistant district attorneys, U.S. attorneys and assistant U.S.
attorneys and investigators, and justices of the peace from possessing and concealing a
handgun on their person when the justice or judge, constable, coroner, district attorneys and
designated assistant district attorneys, U.S. attorneys and assistant U.S. attorneys and
investigators, or justices of the peace are POST certified.
New law does not prohibit a member or officer of either house of the legislature from
possessing and concealing a handgun on his person provided that the legislator or officer is
POST certified in the use of firearms.
New law provides that the intentional possession or use of a dangerous weapon on a school
campus during regular school hours or on a school bus as illegal carrying of a weapon
applies to officials in the above two paragraphs.
Provides that nothing in new law shall permit the carrying of a weapon in the state capitol
building.
Effective upon signature of the governor (June 19, 2014).
