Morrell	SB No. 683
Proposed law provides with respect to the Recovery School District and other public school
systems that establishes an enrollment process through which a student may apply to
multiple schools utilizing a single application as follows:
(1)Requires the school system to publish current information which provides clear
instructions regarding the application and selection process, including all applicable
time lines.  Provides that this information shall also include a list of all schools
within the school system that utilize the single application process to enroll students
and those schools that do not participate in the single application process, thus
requiring each student seeking enrollment to the school to submit a separate
application.
(2)In coordination and cooperation with the schools that do not participate in the single
application process, requires the school system to develop time lines and procedures
that require each school that does not participate in the single application process to
complete its application and registration process at least 30 days prior to the parent
notification deadline for schools that utilize the single application to enroll students.
(3)Provides that the school system shall require each school that does not utilize the
single application process to submit a list of all students enrolled in the school to the
school system at the conclusion of the school's application and registration period.
(4)Provides that the provisions of proposed law shall be fully implemented and utilized
to enroll students in the public school systems to which it is applicable beginning
with the 2015-2016 school year.
Effective upon signature of governor or lapse of time for gubernatorial action.

Committee Amendments Proposed by House Committee on Education to the engrossed
bill.
1. Relative to development of time lines and procedures, requires coordination and
cooperation with the schools that do not participate in the single application
process.
2. Relative to registration process for schools not utilizing the single application,
requires completion of the process prior to the parent notification deadline for
schools utilizing the application rather than prior to the application deadline for
such schools.
