Regular Session, 2014 SENATE BILL NO. 7 BY SENATORS PEACOCK AND BUFFI NGTON MOTOR VEHICLES. Creates a prestige license plate for Sci-Port Discovery Center in Shreveport. (8/1/14) AN ACT1 To enact R.S. 47:463.165, relative to motor vehicle special prestige license plates; to provide2 for the creation, issuance, and design of such license plates; to provide relative to the3 fee and distribution of such plates; to authorize the promulgation of rules and4 regulations relative to the creation and implementation of a special prestige license5 plate; and to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 47:463.165 is hereby enacted to read as follows:8 ยง463.165. Special prestige license plates; Sci-Port Discovery Center in9 Shreveport10 A. The secretary of the Department of Public Safety and Corrections11 shall establish a special prestige motor vehicle license plate for the Sci-Port12 Discovery Center in Shreveport provided there is a minimum of one thousand13 applicants for such plate. These license plates shall be restricted to use on14 passenger cars, pickup trucks, recreational vehicles, and vans.15 B. The prestige license plate shall be issued, upon application, to any2 citizen of Louisiana in the same manner as any other motor vehicle license plate.3 D. The department shall collect an annual royalty fee of twenty-five4 dollars for this special prestige license plate that shall be disbursed in5 accordance with Subsection E of this Section. This fee shall be in addition to the6 standard motor vehicle license tax imposed by Article VII, Section 5 of the7 Constitution of Louisiana, and a handling fee of three dollars and fifty cents for8 each plate to be retained by the department to offset a portion of administrative9 cost.10 E. The annual royalty fee shall be collected by the department and11 forwarded to the Sci-Port Discovery Center in Shreveport. The monies received12 from the royalty fees shall be used solely for the support of programs13 administered by the Sci-Port Discovery Center in Shreveport.14 F. Proposed law provides that the prestige license plate shall be issued, upon application, to any citizen of Louisiana in the same manner as any other motor vehicle license plate. Proposed law provides for the secretary to work in conjunction with the Sci-Port Discovery Center in Shreveport to select the color and design of the plate. Proposed law requires the department to collect an annual royalty fee of $25 for each plate issued and specifies that such fees be collected by the department and forwarded to the Sci- Port Discovery Center in Shreveport. Specifies that the monies received from the royalty fees shall be used solely for the support of programs administered by the Sci-Port Discovery Center in Shreveport. Further provides for the standard registration license fee and a handling fee of $3.50 to be retained by the department to offset a portion of administrative cost.
