SENATE CONCURRENT RESOLUTI ON NO. 14
BY SENATOR MORRELL 
LEGIS POWERS/FUNCTIONS.  Designates April 16, 2014, as "Purple and Teal Day" at
the Legislature of Louisiana and recognizes the efforts of the Louisiana Coalition Against
Domestic Violence.
A CONCURRENT RESOLUTI ON1
To designate April 16, 2014, as "Purple and Teal Day" at the Louisiana State Capitol and to2
recognize the efforts of the Louisiana Coalition Against Domestic Violence.3
WHEREAS, the Legislature of Louisiana recognizes the social need to address the4
issue of domestic violence that primarily is directed against women; and 5
WHEREAS, domestic violence, sexual assault, and dating violence are serious6
crimes that affect persons indiscriminate of race, age, gender, or economic status; these7
infractions often go unreported to law enforcement authorities and without medical attention8
afforded to its victims; and9
WHEREAS, domestic violence is a national topic of concern that affects 1.3 million10
Americans annually; and11
WHEREAS, domestic violence often manifests itself as physical injury to the victim12
by an intimate partner, yet psychological trauma may also be heaped on the victim through13
either domination behaviors, intimidation, emotional abuse, or stalking; and14
WHEREAS, in Louisiana, women murdered in domestic violence homicides occur15
at a rate forty percent higher than the national average and often involve a firearm; and16
WHEREAS, these acts of violence assail an individual's right to privacy, dignity,17
security, and humanity; and18 SCR NO. 14

WHEREAS, another disturbing statistic is that children witness the domestic abuse1
firsthand or are often victims of abuse during the altercation; they become collateral damage2
in violent home environments; they often become adults who abuse or become subjugated3
victims themselves and the cycle of degradation continues unabated; and4
WHEREAS, the Louisiana Coalition Against Domestic Violence is a statewide5
coalition of shelters, nonresidential programs, and individuals who work together to deter6
domestic violence behavior; and 7
WHEREAS, The Louisiana Foundation Against Sexual Assault is another8
organization that has provided sexual assault crisis centers throughout the state; and 9
WHEREAS, on April 16, 2014, these two groups will host the Purple and Teal Day10
at the Louisiana State Capitol and at that time disseminate information to help reduce the11
incidence of domestic violence; and12
WHEREAS, Purple and Teal Day creates an excellent opportunity to inform the13
public about the prevention of domestic violence and sexual assault and to support the14
numerous organizations that provide critical advocacy and assistance for victims and their15
families.16
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby17
designate April 16, 2014, as "Purple and Teal Day" at the Louisiana State Capitol and does18
hereby recognize the efforts of the Louisiana Coalition Against Domestic Violence and the19
Louisiana Foundation Against Sexual Assault to reduce violent behavior within the home20
environment and society as a whole.21
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to22
Ashley Chretien, public policy coordinator for the Louisiana Coalition Against Domestic23
Violence.24
