SENATE CONCURRENT RESOLUTI ON NO. 149
BY SENATOR LONG AND REPRESENTATI VE DOVE 
COMMENDATIONS.  Commends Clay A. Carter upon the occasion of his retirement from
the state land office.
A CONCURRENT RESOLUTI ON1
To commend Clay A. Carter on the occasion of his retirement from the state land office,2
Division of Administration.3
WHEREAS, Clay A. Carter was born December 18, 1953, in Baton Rouge to4
Robert T. Carter Jr., and Ellen A. Carter; and5
WHEREAS, while he was a child, he learned about land, forests and wildlife from6
his father, who also taught him how to work, how to manage forests, and how to conduct7
timber surveys; and8
WHEREAS, from both parents, he learned impeccable manners and respect for9
others; and10
WHEREAS, all of those lessons have helped him throughout his years working for11
the state and with the legislature; and12
WHEREAS, Clay graduated from Bogalusa High School in 1971, and earned his13
Bachelor of Science in Forestry from Louisiana State University and Agricultural and14
Mechanical College in 1976; and15
WHEREAS, after graduation, Clay worked as a private forester until becoming the16
forester for the state land office in 1991; and17
WHEREAS, for a brief time he served as the interim public lands administrator for18 SCR NO. 149

the state land office in 1996; and1
WHEREAS, Clay eventually became the public lands utilization manager, and2
became an expert in state and federal land patents and title records maintained by the state3
land office; and4
WHEREAS, Clay effectively managed and defended the public lands and water5
bottoms of the state of Louisiana for over eighteen years, including the public rights to use6
state lands and waters for boating, hunting and fishing, and state regulation of oil, gas,7
pipeline and electrical transmission line activities across public lands and waters; and8
WHEREAS, Clay supported and advised numerous state agencies on matters9
affecting their interests in timber, oil and gas, property ownership, boundary disputes, and10
public rights of use and navigation, including the division of administration, the Department11
of Wildlife and Fisheries, the Department of Natural Resources, the office of conservation,12
the State Mineral and Energy Board, and the Department of Justice; and13
WHEREAS, Clay's commitment to serving the public and his loyalty to the state is14
unmatched, his determination to do right is unwavering, and his willingness to work is15
immeasurable; and16
WHEREAS, Clay met and married his beloved wife, Barbara, a mere thirty-one years17
ago in June of 1983; and18
WHEREAS, Clay and Barbara have two sons, Lee, who is a veteran of the United19
States Army and is a lead inspector in the Gulf of Mexico for the Bureau of Safety and20
Environmental Enforcement, and Thomas, who is a marketing major at Louisiana State21
University and Agricultural and Mechanical College; and22
WHEREAS, like their father, Lee and Thomas have a deep love and affection for the23
forests, rivers and the natural environment of the state of Louisiana; and24
WHEREAS, Clay and Barbara are extremely proud and love their sons and are25
excited that Clay's retirement will allow both of them to spend more time with their sons;26
and27
WHEREAS, his personal and professional drive, abilities, and skills have resulted28
in many accomplishments and advancements in the management of the state's public lands29
to the betterment of the state; and 30 SCR NO. 149

WHEREAS, Clay made many personal sacrifices throughout his twenty-two year1
career in public service to the state and its citizens; and2
WHEREAS, Clay frequently appeared before the Senate Committee on Natural3
Resources and the House Committee on Natural Resources and Environment testifying about4
various state land issues; and5
WHEREAS, his input and information was always of great importance to both6
committees and he repeatedly demonstrated himself to be a valuable and knowledgeable7
asset to the committees; and8
WHEREAS, upon his retirement, Clay plans to enjoy life by taking long walks,9
planting and tending to his garden, and spending more time with his wife and sons; and10
WHEREAS, Clay A. Carter merits the highest commendation and sincere11
congratulations for his exemplary service and for his outstanding contributions to the state12
of Louisiana and its citizens.13
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby14
commend Clay A. Carter for his service with the state land office, division of administration15
and for his exceptional career and service to the state and it citizens, and does hereby16
recognize and record for posterity his vital contributions and tireless and self-sacrificing17
dedication to the state of Louisiana, and does also hereby extend to him best wishes for18
continued success and happiness in all of his future endeavors.19
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to20
Clay A. Carter.21
