SENATE CONCURRENT RESOLUTI ON NO. 149
BY SENATORS LONG AND GALLOT AND REPRESENTATI VE DOVE 
A CONCURRENT RESOLUTI ON
To commend Clay A. Carter on the occasion of his retirement from the state land office,
Division of Administration.
WHEREAS, Clay A. Carter was born December 18, 1953, in Baton Rouge to
Robert T. Carter Jr., and Ellen A. Carter; and
WHEREAS, while he was a child, he learned about land, forests and wildlife from
his father, who also taught him how to work, how to manage forests, and how to conduct
timber surveys; and
WHEREAS, from both parents, he learned impeccable manners and respect for
others; and
WHEREAS, all of those lessons have helped him throughout his years working for
the state and with the legislature; and
WHEREAS, Clay graduated from Bogalusa High School in 1971, and earned his
Bachelor of Science in Forestry from Louisiana State University and Agricultural and
Mechanical College in 1976; and
WHEREAS, after graduation, Clay worked as a private forester until becoming the
forester for the state land office in 1991; and
WHEREAS, for a brief time he served as the interim public lands administrator for
the state land office in 1996; and
WHEREAS, Clay eventually became the public lands utilization manager, and
became an expert in state and federal land patents and title records maintained by the state
land office; and
WHEREAS, Clay effectively managed and defended the public lands and water
bottoms of the state of Louisiana for over eighteen years, including the public rights to use
state lands and waters for boating, hunting and fishing, and state regulation of oil, gas,
pipeline and electrical transmission line activities across public lands and waters; and SCR NO. 149	ENROLLED

WHEREAS, Clay supported and advised numerous state agencies on matters
affecting their interests in timber, oil and gas, property ownership, boundary disputes, and
public rights of use and navigation, including the division of administration, the Department
of Wildlife and Fisheries, the Department of Natural Resources, the office of conservation,
the State Mineral and Energy Board, and the Department of Justice; and
WHEREAS, Clay's commitment to serving the public and his loyalty to the state is
unmatched, his determination to do right is unwavering, and his willingness to work is
immeasurable; and
WHEREAS, Clay met and married his beloved wife, Barbara, a mere thirty-one years
ago in June of 1983; and
WHEREAS, Clay and Barbara have two sons, Lee, who is a veteran of the United
States Army and is a lead inspector in the Gulf of Mexico for the Bureau of Safety and
Environmental Enforcement, and Thomas, who is a marketing major at Louisiana State
University and Agricultural and Mechanical College; and
WHEREAS, like their father, Lee and Thomas have a deep love and affection for the
forests, rivers and the natural environment of the state of Louisiana; and
WHEREAS, Clay and Barbara are extremely proud of and love their sons and are
excited that Clay's retirement will allow both of them to spend more time with their sons;
and
WHEREAS, his personal and professional drive, abilities, and skills have resulted
in many accomplishments and advancements in the management of the state's public lands
to the betterment of the state; and
WHEREAS, Clay made many personal sacrifices throughout his twenty-two year
career in public service to the state and its citizens; and
WHEREAS, Clay frequently appeared before the Senate Committee on Natural
Resources and the House Committee on Natural Resources and Environment testifying about
various state land issues; and
WHEREAS, his input and information was always of great importance to both
committees and he repeatedly demonstrated himself to be a valuable and knowledgeable
asset to the committees; and SCR NO. 149	ENROLLED

WHEREAS, upon his retirement, Clay plans to enjoy life by taking long walks,
planting and tending to his garden, and spending more time with his wife and sons; and
WHEREAS, Clay A. Carter merits the highest commendation and sincere
congratulations for his exemplary service and for his outstanding contributions to the state
of Louisiana and its citizens.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend Clay A. Carter for his service with the state land office, division of administration
and for his exceptional career and service to the state and its citizens, and does hereby
recognize and record for posterity his vital contributions and tireless and self-sacrificing
dedication to the state of Louisiana, and does also hereby extend to him best wishes for
continued success and happiness in all of his future endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Clay A. Carter.
