SENATE CONCURRENT RESOLUTI ON NO. 162
BY SENATORS JOHNS, MORRISH AND JOHN SMITH AND REPRESENTATIVES
DANAHAY, FRANKLIN, GEYMANN, GUINN, HENSGENS AND
KLECKLEY 
COMMENDATIONS.  Commends Oliver G. "Rick" Richard III upon receiving the honor
and rank of Distinguished Eagle Scout from the Boy Scouts of America.
A CONCURRENT RESOLUTI ON1
To commend Oliver G. "Rick" Richard III upon receiving the honor and rank of2
Distinguished Eagle Scout, on nomination by the Calcasieu Area Council and having3
been conferred by the National Executive Board of the Boy Scouts of America.4
WHEREAS, Rick Richard graduated from Louisiana State University, receiving a5
Bachelor of Arts degree in 1974 and a Juris Doctor degree in 1977 and Richard went on to6
earn a Masters of Law degree in Taxation from Georgetown University in 1981; and7
WHEREAS, while in Washington, D.C., Richard worked for Senator John Breaux8
as legislative assistant for energy issues from 1978-1981; and9
WHEREAS, Richard was appointed by President Ronald Reagan to serve on the10
Federal Energy Regulatory Commission (FERC) as a Commissioner from 1982-1985, where11
he received the FERC Chairman's Medal and the Distinguished Service Medal from the12
United States Secretary of Energy for his role in unbundling interstate pipeline markets to13
create economic opportunities in natural gas markets; and14
WHEREAS, after time in Washington, D.C., Richard returned to private life and15
became vice president and general counsel for Tenngasco, a company with oil wells in16
Tennessee, Kansas, and in the Gulf of Mexico on the Louisiana-Texas border; and17
WHEREAS, Richard's career led him on to serve as chief executive officer (CEO)18 SCR NO. 162

and president of Northern Natural Gas Pipeline and, later as chairman, CEO, and president1
of New Jersey Resources before becoming chairman, CEO, and president of Columbia2
Energy Group, a seven billion dollar company and a "Fortune 300 Company" as named by3
Fortune Magazine; and4
WHEREAS, currently Richard is chairman of CleanFuel USA, and alternative motor5
fuel company which is the first company in the United States to develop a liquid propane6
fuel injection engine system; and7
WHEREAS, using his expertise in the field of petroleum-based energy sources,8
Richard has served three terms on the National Petroleum Council which is an advisory9
group to assist the United States Secretary of Energy; and10
WHEREAS, in conjunction with a very busy professional life, Richard has been11
active in community and volunteer work such as: work with the United States Chamber of12
Commerce, a board member of the Paul M. Hebert Law School at LSU, the Nature13
Conservancy of Louisiana, Coastal Plains Conservatory, and the Calcasieu Area Council of14
the Boy Scouts of America, among many others; and15
WHEREAS, currently, Richard is involved in the 2014-2015 McNeese State16
University Capital Campaign as chairman, making him responsible for raising fifteen million17
dollars for new schools and new buildings at the University and he is advancement chairman18
and a member of the executive committee for Calcasieu Area Council of the Boy Scouts of19
America, which oversees all Eagle Scout Projects and appeals; and20
WHEREAS, in 2008 Richard helped to oversee the completion of the Camp21
Edgewood dining hall and contributed one hundred thousand dollars to that worthy22
Calcasieu area Boy Scout endeavor; and23
WHEREAS, in recognition of these and other achievements which have sought to24
enrich the lives of others, to help the United States achieve energy independence, to develop25
alternative fuels, and to be cognizant of environmental issues, Rick Richard was awarded26
the honor and rank of Distinguished Eagle Scout.27
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby28
commend Oliver G. "Rick" Richard III, upon receiving the honor and rank of Distinguished29
Eagle Scout, on nomination by the Calcasieu Area Council and by action of the National30 SCR NO. 162

Executive Board of the Boy Scouts of America.1
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to2
Rick Richard.3
