Page 1 of 2 Regular Session, 2014 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 162 BY SENATORS JOHNS, MORRISH AND JOHN SMITH AND REPRESENTATIVES DANAHAY, FRANKLIN, GEYMANN, GUINN, HENSGENS AND KLECKLEY A CONCURRENT RESOLUTI ON To commend Oliver G. "Rick" Richard III upon receiving the honor and rank of Distinguished Eagle Scout, on nomination by the Calcasieu Area Council and having been conferred by the National Executive Board of the Boy Scouts of America. WHEREAS, Rick Richard graduated from Louisiana State University, receiving a Bachelor of Arts degree in 1974 and a Juris Doctor degree in 1977 and Richard went on to earn a Masters of Law degree in Taxation from Georgetown University in 1981; and WHEREAS, while in Washington, D.C., Richard worked for Senator John Breaux as legislative assistant for energy issues from 1978-1981; and WHEREAS, Richard was appointed by President Ronald Reagan to serve on the Federal Energy Regulatory Commission (FERC) as a Commissioner from 1982-1985, where he received the FERC Chairman's Medal and the Distinguished Service Medal from the United States Secretary of Energy for his role in unbundling interstate pipeline markets to create economic opportunities in natural gas markets; and WHEREAS, after time in Washington, D.C., Richard returned to private life and became vice president and general counsel for Tenngasco, a company with oil wells in Tennessee, Kansas, and in the Gulf of Mexico on the Louisiana-Texas border; and WHEREAS, Richard's career led him on to serve as chief executive officer (CEO) and president of Northern Natural Gas Pipeline and, later as chairman, CEO, and president of New Jersey Resources before becoming chairman, CEO, and president of Columbia Energy Group, a seven billion dollar company and a "Fortune 300 Company" as named by Fortune Magazine; and WHEREAS, currently Richard is chairman of CleanFuel USA, and alternative motor fuel company which is the first company in the United States to develop a liquid propane fuel injection engine system; and SCR NO. 162 ENROLLED Page 2 of 2 WHEREAS, using his expertise in the field of petroleum-based energy sources, Richard has served three terms on the National Petroleum Council which is an advisory group to assist the United States Secretary of Energy; and WHEREAS, in conjunction with a very busy professional life, Richard has been active in community and volunteer work such as: work with the United States Chamber of Commerce, a board member of the Paul M. Hebert Law School at LSU, the Nature Conservancy of Louisiana, Coastal Plains Conservatory, and the Calcasieu Area Council of the Boy Scouts of America, among many others; and WHEREAS, currently, Richard is involved in the 2014-2015 McNeese State University Capital Campaign as chairman, making him responsible for raising fifteen million dollars for new schools and new buildings at the University and he is advancement chairman and a member of the executive committee for Calcasieu Area Council of the Boy Scouts of America, which oversees all Eagle Scout Projects and appeals; and WHEREAS, in 2008 Richard helped to oversee the completion of the Camp Edgewood dining hall and contributed one hundred thousand dollars to that worthy Calcasieu area Boy Scout endeavor; and WHEREAS, in recognition of these and other achievements which have sought to enrich the lives of others, to help the United States achieve energy independence, to develop alternative fuels, and to be cognizant of environmental issues, Rick Richard was awarded the honor and rank of Distinguished Eagle Scout. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Oliver G. "Rick" Richard III, upon receiving the honor and rank of Distinguished Eagle Scout, on nomination by the Calcasieu Area Council and by action of the National Executive Board of the Boy Scouts of America.
