SENATE CONCURRENT RESOLUTI ON NO. 167
BY SENATOR ALARIO 
COMMENDATIONS.  Commends R. Michael Lyons, general counsel for Louisiana Mid-
Continent Oil and Gas Association, for 36 years of outstanding service to Louisiana's oil and
gas industry.
A CONCURRENT RESOLUTI ON1
To commend and congratulate R. Michael Lyons, general counsel of Louisiana Mid-2
Continent Oil and Gas Association, in recognition of thirty-six years of outstanding3
service to Louisiana's oil and gas industry.4
WHEREAS, for thirty-six years, R. Michael Lyons has been employed by the5
Louisiana Mid-Continent Oil and Gas Association serving the oil and gas industry in6
Louisiana and the Gulf of Mexico; and7
WHEREAS, as the association's general counsel, he has served as the association's8
primary contact for all legal, legislative, and regulatory matters related to natural resources,9
oil and gas, and environmental issues; and10
WHEREAS, during his career, Mike has been instrumental in lobbying major11
industry issues including the oil and gas processing tax, legacy lawsuits, oil spill legislation,12
rigs-to-reefs, Statewide Order 29-B, and air toxics legislation which were unique to13
Louisiana; and14
WHEREAS, Mike Lyons' career has also spanned the entirety of the state's15
environmental regulatory development; and16
WHEREAS, he has worked tirelessly during hurricanes representing industry at the17
state's Emergency Operations Center, and he was instrumental in securing a permanent seat18 SCR NO. 167

on behalf of the oil and gas industry at the Emergency Operations Center, providing1
critically important information impacting members' operations in Louisiana and the Gulf2
of Mexico during times of need; and3
WHEREAS, Mike Lyons created and organized the Gulf of Mexico Coalition in4
1993, a coalition of business and industry across the Gulf Coast, to participate in the U.S.5
Environmental Protection Agency's Gulf of Mexico Program, and has served as the6
Chairman of the Gulf of Mexico Coalition since its inception, working tirelessly on its7
behalf; and8
WHEREAS, his career has spanned three Louisiana Mid-Continent Oil and Gas9
Association presidents, twenty-one association chairmen, six governors, twelve Department10
of Natural Resources secretaries, nine commissioners of conservation, and ten Department11
of Environmental Quality secretaries; and12
WHEREAS, Mike Lyons will be retiring in 2014 after a long and distinguished13
career as general counsel for the Louisiana Mid-Continent Oil and Gas Association, and14
where his knowledge and expertise will be sorely missed.15
THEREFORE, BE IT RESOLVED by the Legislature of Louisiana that R. Michael16
Lyons, general counsel of the Louisiana Mid-Continent Oil and Gas Association, is hereby17
commended and congratulated in recognition of his outstanding service to Louisiana's oil18
and gas industry and best wishes are hereby extended to him for continued good health and19
happiness in all future endeavors.20
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to R.21
Michael Lyons.22
