Directs the Department of Health and Hospitals to create the Practice and Regulation of Acupuncture and Oriental Medicine Review Committee. A CONCURRENT RESOLUTI ON1 To direct the Department of Health and Hospitals to create the Practice and Regulation of2 Acupuncture and Oriental Medicine Review Committee.3 WHEREAS, the practice of acupuncture and oriental medicine provides important4 health benefits to the residents of this state; and5 WHEREAS, the practice of acupuncture and oriental medicine has become a well-6 established, widely-used, viable modality across the United States; and7 WHEREAS, when practiced as a whole medicine, by a fully trained practitioner, the8 practice of acupuncture and oriental medicine satisfies a missing niche that includes a9 prophylactic approach that allows the patient or a referring medical director a proactive10 avenue towards health when neither symptoms nor severity of disease warrants other forms11 of treatment; and12 WHEREAS, oriental medicine often becomes a valuable way to identify those in13 need of a referral to a western medical provider.14 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby15 direct the Department of Health and Hospitals to create the Practice and Regulation of16 Acupuncture and Oriental Medicine Review Committee.17 BE IT FURTHER RESOLVED that the committee study issues related to the18 SCR NO. 22 SLS 14RS-393 ORIGINAL Page 2 of 3 practice of acupuncture and oriental medicine, including but not limited to the following:1 (1)Whether the practice shall be regulated and licensed by an independent state2 board that oversees only the practice of acupuncture and oriental medicine.3 (2)The requirements to practice acupuncture and oriental medicine within the4 state of Louisiana.5 BE IT FURTHER RESOLVED that the committee shall make recommendations to6 the legislature regarding potential legislation.7 BE IT FURTHER RESOLVED that the committee shall be staffed by the8 Department of Health and Hospitals.9 BE IT FURTHER RESOLVED that the committee shall be comprised of the10 following members:11 (1)The secretary of the Department of Health and Hospitals or his designee.12 (2)The Senate president or his designee.13 (3)The speaker of the House of Representatives or his designee.14 (4)The executive director of the National Certification Commission for15 Acupuncture and Oriental Medicine or his designee.16 (5)The executive director of the American Association of Acupuncture and17 Oriental Medicine or his designee.18 (6)The executive director of the Louisiana State Board of Medical Examiners19 or his designee.20 (7)The executive director of the Louisiana State Medical Society or his21 designee.22 BE IT FURTHER RESOLVED that the members of the committee shall serve23 without compensation except per diem or expense reimbursement to which they may be24 individually entitled as members of the constituent organizations.25 BE IT FURTHER RESOLVED that the secretary of the Department of Health and26 Hospitals or his designee shall serve as the chairperson of the committee.27 BE IT FURTHER RESOLVED that the chairperson of the committee shall call the28 first meeting of the committee.29 BE IT FURTHER RESOLVED that a majority of the total membership shall30 SCR NO. 22 SLS 14RS-393 ORIGINAL Page 3 of 3 constitute a quorum of the committee, and any official action by the committee shall require1 an affirmative vote of a majority of the quorum present and voting.2 BE IT FURTHER RESOLVED that the committee may conduct such meetings at3 such times as it deems necessary or convenient to enable it to exercise fully and effectively4 its powers, perform its duties, and accomplish the objectives and purposes of this Resolution.5 BE IT FURTHER RESOLVED that the committee shall make a report of the6 activities of the committee and shall submit the report to the legislature no later than sixty7 days prior to the convening of the 2015 Regular Session. 8 BE IT FURTHER RESOLVED that the authority for the Practice and Regulation of9 Acupuncture and Oriental Medicine Review Committee shall terminate on March 1, 2015.10 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the11 secretary of the Department of Health and Hospitals, the executive director of the National12 Certification Commission for Acupuncture and Oriental Medicine, the American Association13 of Acupuncture and Oriental Medicine, the executive director of the Louisiana State Board14 of Medical Examiners, and the executive director of the Louisiana State Board of Medical15 Examiners.16 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Christopher D.
