Designates the month of March 2014 as "Breast Cancer Awareness Month". A CONCURRENT RESOLUTI ON1 To designate March 2014 as "Breast Cancer Awareness Month" in Louisiana.2 WHEREAS, because breast cancer typically produces no symptoms when the tumor3 is small and most easily cured, it is very important for women to follow recommended4 screening guidelines for detecting breast cancer at an early stage; and5 WHEREAS, according to the Centers for Disease Control, over two hundred6 thousand Americans are diagnosed with breast cancer annually and nearly fifty thousand die7 each year from breast cancer; and8 WHEREAS, while the overwhelming percentage of breast cancer sufferers are9 women, breast cancer is diagnosed in more than forty thousand men annually; and10 WHEREAS, breast cancer is the second leading cause of cancer death for all women11 in the United States and the leading overall cause of cancer death in women between the12 ages of twenty and fifty-nine; and13 WHEREAS, as more attention is focused upon breast cancer and earlier detection14 results, the number of breast cancer survivors has risen to over three million currently in the15 United States; and16 WHEREAS, African American women diagnosed with breast cancer are more likely17 to die as a result of that cancer diagnosis than Caucasian women and are less likely to18 SCR NO. 4 SLS 14RS-368 ORIGINAL Page 2 of 2 survive five years beyond diagnosis; and1 WHEREAS, the Centers for Disease Control studies indicate that these poor2 outcomes result primarily from being diagnosed at a later stage in the disease and receiving3 treatment at a later stage; and4 WHEREAS, presumably, increased knowledge of the warning signs and increased5 public attention on breast cancer will result in more timely diagnoses and treatment and an6 increase in survival rates especially for African American women; and7 WHEREAS, nearly forty thousand American women will die from breast cancer this8 year; and9 WHEREAS, Louisiana has one of the highest rates of deaths from breast cancer in10 the United States.11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12 designate March 2014 as "Breast Cancer Awareness Month".13 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Mary Dozier O'Brien.
