SENATE CONCURRENT RESOLUTI ON NO. 47
BY SENATOR HEITMEIER 
HEALTH/HOSPITALS DEPT. Urges the Department of Health and Hospitals to study the
feasibility, desirability, and practicality of alternative transportation sites (i.e. urgent care
clinics) for certain patients.
A CONCURRENT RESOLUTI ON1
To urge and request the Department of Health and Hospitals to study the feasibility,2
desirability, and practicality of alternative transportation sites (i.e. urgent care3
clinics) for patients who access emergency medical services via the 911 system and4
the use of ambulance service providers and suppliers to assist with training and5
management of this population.6
WHEREAS, the University of California, Davis, Institute for Population Health7
Improvement indicates the expansion of a community paramedicine program using the assets8
and resources of the ambulance service industry ensures that expensive emergency care9
resources are optimally utilized; and10
WHEREAS, the Centers for Medicare and Medicaid Innovation commissioned a11
study with an ambulance group in Reno, Nevada, in 2012 to explore transporting patients12
who do not present an emergent condition at the time of transport to an alternative13
destination site rather than an emergency room involving reimbursement through the14
Medicare program; and15
WHEREAS, several published studies by ambulance services in Texas, Minnesota,16
and Pennsylvania indicate that the use of paramedics as mobile healthcare practitioners to17
manage and redirect nonemergency 911 usage has resulted in significant savings for18 SCR NO. 47

taxbased entities.1
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby2
urge and request the Department of Health and Hospitals to study the feasibility, desirability,3
and practicality of alternative transportation sites (i.e. urgent care clinics) for patients who4
access emergency medical services via the 911 system and the use of ambulance service5
providers and suppliers to assist with training and management of this population.6
BE IT FURTHER RESOLVED that the Department of Health and Hospitals submit7
its findings in a report to the Senate and House committees on health and welfare no later8
than January 1, 2015.9
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the10
secretary of the Department of Health and Hospitals.11
