SENATE CONCURRENT RESOLUTI ON NO. 86
BY SENATOR MORRELL 
COMMENDATIONS.  Commends Mary P. Williams on thirty years of dedicated service.
A CONCURRENT RESOLUTI ON1
To commend Mary Phaline Williams for her years of exemplary service as an administrative2
assistant to The Honorable Dennis R. Bagneris Sr., Judge of the Fourth Circuit Court3
of Appeals, Division C.4
WHEREAS, it is with great pride that the Legislature of Louisiana recognizes the5
dedicated public service of Mary Williams and acknowledges her continued commitment6
to efficiency and integrity; and7
WHEREAS, Mary Williams is a person fulfilled by her service to the appellate court8
system, her family, her church, and her community; and9
WHEREAS, Mary Williams is a compassionate person filled with the milk of human10
kindness, a true and genuine friend to all those acquainted with her through her professional11
and personal life; and12
WHEREAS, Mary Williams is well known for her leadership, good works, spiritual13
guidance, and Christian fellowship; and14
WHEREAS, she sustains an abundance of family ministries in the church community15
and acts as a touchstone of biblical wisdom for other faithful servants of the Lord; and16
WHEREAS, Mary Williams began her spiritual odyssey when she was called to17
God's service, to preach the scriptures, and to become a conduit of God's grace; and18 SCR NO. 86

WHEREAS, she preached her first sermon on December 31, 2005, and was later1
certified in 2006; and2
WHEREAS, in August 2013, Mary Williams became part of the Ministerial Alliance3
of the Beacon Light International Cathedral of New Orleans; and4
WHEREAS, she has touched the hearts of so many by means of outreach ministry,5
bible study, and spiritual counseling; and6
WHEREAS, Mary Williams is eager to continue to perform God's will, helping to7
reclaim souls for the Kingdom of Heaven; and8
WHEREAS, Mary has many blessings in her life, that include a loving family of four9
daughters, seven grandsons, and three granddaughters that she inspires with Christian10
principles of love and forgiveness; and11
WHEREAS, Mary Williams leads by example as a witness to God's love and mercy.12
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby13
commend Mary Phaline Williams for her many years of invaluable public service to the14
Fourth Circuit Court of Appeal, Division C, and to The Honorable Judge Dennis R. Bagneris15
Sr.16
BE IT FURTHER RESOLVED that Mary Williams is hereby commended for her17
church work and community service.18
BE IT FURTHER RESOLVED that Mary Williams continue in her chosen vocation19
for many years to come.20
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to21
Mary Phaline Williams.22
