SENATE CONCURRENT RESOLUTI ON NO. 87
BY SENATOR MILLS 
HEALTH CARE. Directs DHH to create a working group to study the future of state health
care funding.
A CONCURRENT RESOLUTI ON1
To authorize and direct the Department of Health and Hospitals to create a working group2
to study the future of health care funding in Louisiana.3
WHEREAS, disproportionate share dollars from the federal government will be4
decreasing in future years; and5
WHEREAS, in recent years, Louisiana has made changes to the delivery of health6
care through the establishing of hospital public-private partnerships and establishing7
Medicaid managed care; and8
WHEREAS, developing a comprehensive financial plan to pay for health care9
services in the upcoming years with decreasing federal financial support is a prudent and10
responsible step.11
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12
direct the Department of Health and Hospitals to create a working group to study and13
research the future of health care funding in Louisiana and report its findings to the14
legislature.15
BE IT FURTHER RESOLVED that the working group shall be staffed by the16
Department of Health and Hospitals.17
BE IT FURTHER RESOLVED that the working group be comprised of the18 SCR NO. 87

following members:1
(1) The secretary of the Department of Health and Hospitals or his designee.2
(2) The executive director of the Louisiana Association of Health Plans or his3
designee.4
(3) The executive director of the Louisiana Hospital Association or his designee.5
(4) The chief executive of the Louisiana State Medical Society or his designee.6
(5) The president of the Public Affairs Research Council of Louisiana or his7
designee.8
(6) The executive director of the Louisiana Nursing Home Association or his9
designee.10
(7) The chairman of the Senate Committee on Health and Welfare or his designee.11
(8) The chairman of the House of Representatives Committee on Health and Welfare12
or his designee.13
BE IT FURTHER RESOLVED that the members of the working group shall serve14
without compensation except per diem or expense reimbursement to which they may be15
individually entitled as members of their organizations.16
BE IT FURTHER RESOLVED that the secretary of the Department of Health and17
Hospitals or his designee shall serve as the chairperson of the working group.18
BE IT FURTHER RESOLVED that the chairperson of the working group shall call19
the first meeting of the working group no later than September 1, 2014.20
BE IT FURTHER RESOLVED that a majority of the total membership of the21
working group shall constitute a quorum of the working group, and any official action by the22
working group shall require an affirmative vote of a majority of the quorum present and23
voting.24
BE IT FURTHER RESOLVED that the working group may conduct such meetings25
at such times as it deems necessary or convenient to enable it to exercise fully and26
effectively its powers, perform its duties, and accomplish the objectives and purposes of this27
Resolution.28
BE IT FURTHER RESOLVED that the working group shall make a report of its29
work and findings and shall submit the report to the legislature no later than sixty days prior30 SCR NO. 87

to the convening of the 2015 Regular Session of the legislature.1
BE IT FURTHER RESOLVED that the legislative authority for the working group2
shall terminate on March 1, 2015.3
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the4
secretary of the Department of Health and Hospitals, the executive director of the Louisiana5
Association of Health Plans, the executive director of the Louisiana Hospital Association,6
the chief executive officer of the Louisiana State Medical Society, the president of the Public7
Affairs Research Council of Louisiana, and the executive director of the Louisiana Nursing8
Home Association.9
