Page 1 of 3 Regular Session, 2014 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 87 BY SENATOR MILLS A CONCURRENT RESOLUTI ON To authorize and direct the Department of Health and Hospitals to create a working group to study the future of health care funding in Louisiana. WHEREAS, disproportionate share dollars from the federal government will be decreasing in future years; and WHEREAS, in recent years, Louisiana has made changes to the delivery of health care through the establishing of hospital public-private partnerships and establishing Medicaid managed care; and WHEREAS, developing a comprehensive financial plan to pay for health care services in the upcoming years with decreasing federal financial support is a prudent and responsible step. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby direct the Department of Health and Hospitals to create a working group to study and research the future of health care funding in Louisiana and report its findings to the legislature. BE IT FURTHER RESOLVED that the working group shall be staffed by the Department of Health and Hospitals. BE IT FURTHER RESOLVED that the working group be comprised of the following members: (1) The secretary of the Department of Health and Hospitals or his designee. (2) The executive director of the Louisiana Association of Health Plans or his designee. (3) The executive director of the Louisiana Hospital Association or his designee. (4) The chief executive of the Louisiana State Medical Society or his designee. (5) The president of the Public Affairs Research Council of Louisiana or his designee. (6) The executive director of the Louisiana Nursing Home Association or his SCR NO. 87 ENROLLED Page 2 of 3 designee. (7) The chairman of the Senate Committee on Health and Welfare or his designee. (8) The chairman of the House of Representatives Committee on Health and Welfare or his designee. (9) The executive director of the Louisiana Chapter of the American Academy of Pediatrics or his designee. (10) The director of the Louisiana Budget Project or his designee. (11) The executive director of the Louisiana Rural Hospital Coalition, Inc. or his designee. (12) A representative of the Louisiana Ambulance Alliance. BE IT FURTHER RESOLVED that the members of the working group shall serve without compensation except per diem or expense reimbursement to which they may be individually entitled as members of their organizations. BE IT FURTHER RESOLVED that the secretary of the Department of Health and Hospitals or his designee shall serve as the chairperson of the working group. BE IT FURTHER RESOLVED that the chairperson of the working group shall call the first meeting of the working group no later than September 1, 2014. BE IT FURTHER RESOLVED that a majority of the total membership of the working group shall constitute a quorum of the working group, and any official action by the working group shall require an affirmative vote of a majority of the quorum present and voting. BE IT FURTHER RESOLVED that the working group may conduct such meetings at such times as it deems necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this Resolution. BE IT FURTHER RESOLVED that the working group shall make a report of its work and findings and shall submit the report to the legislature no later than sixty days prior to the convening of the 2015 Regular Session of the legislature. BE IT FURTHER RESOLVED that the legislative authority for the working group shall terminate on March 1, 2015. SCR NO. 87 ENROLLED Page 3 of 3 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Health and Hospitals, the executive director of the Louisiana Association of Health Plans, the executive director of the Louisiana Hospital Association, the chief executive officer of the Louisiana State Medical Society, the president of the Public Affairs Research Council of Louisiana, the executive director of the Louisiana Nursing Home Association, the executive director of the Louisiana Chapter of the American Academy of Pediatrics, the director of the Louisiana Budget Project, and the executive director of the Louisiana Rural Hospital Coalition, Inc., and a representative of the Louisiana Ambulance Alliance.
