SENATE RESOLUTION NO. 194

A RESOLUTION
To urge and request the State Board of Elementary and Secondary Education and the
Lafayette Parish School System to study issues relative to the funding of Type 2
charter schools located in Lafayette Parish and schools under the jurisdiction of the
Lafayette Parish School System with regard to the local taxation measures approved
by the voters.
WHEREAS, Louisiana law provides for Type 2 public charter schools to be
authorized by the Board of Elementary and Secondary Education; and
WHEREAS, R.S. 17:3981 provides that the Board of Elementary and Secondary
Education "shall enter into any proposed charter that complies with this Chapter and the
rules adopted pursuant to the authority in this Chapter that the board determines is a valid,
complete, financially well-structured, and educationally sound proposal that offers potential
for fulfilling the purposes of this Chapter"; and
WHEREAS, Type 2 public charter schools are funded in accordance with R.S.
17:3995 and the Minimum Foundation Program formula and are entitled to an equitable per
pupil allocation from such formula; and
WHEREAS, city, parish, and other local public school boards are authorized to
receive locally generated revenues through taxation measures approved by voters; and
WHEREAS, the voters of Lafayette Parish have approved measures to dedicate
revenues to public schools; and
WHEREAS, schools under the jurisdiction of the Lafayette Parish School System
and state-authorized Type 2 charter schools are public schools.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the State Board of Elementary and Secondary Education and
the Lafayette Parish School System to study issues relative to the funding of Type 2 charter
schools located in Lafayette Parish and schools under the jurisdiction of the Lafayette Parish
School System with regard to the local taxation measures approved by the voters. SR NO. 194	ENROLLED

BE IT FURTHER RESOLVED that such study shall consider and make
recommendations relative to the impact of dedicated local revenues on the equitable funding
of all public schools located within Lafayette Parish and that a report be submitted to the
Senate Committee on Education no later than sixty days prior to the beginning of the 2015
Regular Session.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of the State Board of Elementary and Secondary Education, the state
superintendent of education, the president of the Lafayette Parish School Board, and the
superintendent of the Lafayette Parish School System.
