1	AN ACT
2 To enact R.S. 47:490.29, relative to military honor license plates; to provide for the
3 establishment of a military honor license plate for the recipients of the Global War
4 on Terrorism Expeditionary Medal; to require the promulgation of rules and
5 regulations relative to the creation and implementation of a military honor license
6 plate; and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 47:490.29 is hereby enacted to read as follows:
9 ยง490.29.  Military honor license plates; "Global War on Terrorism Expeditionary
10	Medal"
11	A.  The secretary of the Department of Public Safety and Corrections shall
12 establish a military honor license plate to be known as the "Global War on Terrorism
13 Expeditionary Medal" plate.
14	B.  Upon application of a person showing reasonable proof that he is a
15 recipient of the Global War on Terrorism Expeditionary Medal, the secretary of the
16 Department of Public Safety and Corrections shall issue a military honor license
17 plate to be used in lieu of a regular motor vehicle registration plate.  The license
18 plates shall be restricted to use on passenger cars, pickup trucks, recreational
19 vehicles, motorcycles, and vans.  The military honor license plate shall be known as
20 the "Global War on Terrorism Expeditionary Medal" license plate and shall bear a
21 likeness of the Global War on Terrorism Expeditionary Medal, centered on the left
22 side of the license plate and the words "Global War on Terrorism Medal" centered
23 on the bottom of the plate under the license plate number.

1	C.  The charge for the license plate shall be the standard motor vehicle
2 license tax imposed by Article VII, Section 5 of the Constitution of Louisiana as
3 provided in R.S. 47:463, and a handling fee of three dollars and fifty cents for each
4 plate to be retained by the department to offset a portion of administrative costs.
5	D.  The secretary shall adopt rules and regulations to implement the
6 provisions of this Section, including but not limited to rules governing the transfer
7 of the license plates from one vehicle to another and the disposition of such license
8 plates.
9	E.(1)  Any applicant who qualifies for the military honor license plate
10 authorized by this Section may be issued a plate for each vehicle registered in the
11 applicant's name.
12	(2)  Except as otherwise provided in this Paragraph, each military honor
13 license plate issued pursuant to this Section shall be returned to the secretary upon
14 the death of the person to whom the plate was issued.  The surviving spouse of the
15 person issued a military honor license plate pursuant to this Section may retain the
16 plate, provided the surviving spouse has not remarried and applies to the secretary
17 for a transfer of the plate.  A military honor license plate transferred pursuant to this
18 Paragraph to a surviving spouse shall be returned to the secretary upon the death or
19 remarriage of the surviving spouse.  In the event that a Global War on Terrorism
20 Expeditionary Medal recipient holds more than one military honor license plate at
21 the time the Global War on Terrorism Expeditionary Medal recipient dies, the
22 surviving spouse may determine which of the license plates the surviving spouse
23 wishes to retain.
