Make technical changes. 2. Add a provision that specifies a person at least in grade eight, instead of nine, shall be permitted to participate in driver's education. 3. Add a provision that allows a person 70 years old or older, who is medically diagnosed with a disability that precludes renewal of their Class "D" or "E" driver's license in person, to renew their license by mail and if the person seeking renewal is 70 years old or older, proposed law requires a sworn affidavit by a physician certifying such person possesses all cognitive functions reasonably necessary to be a prudent driver. Report rejects Senate amendments which would have: 1. Made technical changes. 2. Added provisions that specify that the full cost of implementing and performing functions relative to the inclusion of blood type designations on drivers' licenses and identification cards is the responsibility of the Department of Public Safety and Corrections, public safety services, through a reallocation of existing budget resources of the department and not through additional appropriations. Report amends the bill to: 1. Modify provisions to require the license holder's or special identification card holder's blood type to be exhibited on the back of his license or special identification card. Digest of the bill as proposed by the Conference Committee Present law provides relative to drivers' licenses and special identification cards issued by the Dept. of Public Safety and Corrections, public safety services. Provides relative to certain information to be included on the front of each. Proposed law authorizes a blood type designation to be included on the back of a person's driver's license or special identification card. Requires the promulgation of rules and regulations by the Dept. of Public Safety and Corrections, public safety services. Proposed law specifies that no action taken by any person with regard to any driver's license or identification card displaying a blood type shall create a warranty of the reliability or accuracy of the document or electronic image or create any liability on the part of the state or any agency thereof. Present law allows a person in grade nine to participate in driver education 90 days prior to his 15th birthday. Proposed law changes present law to allow a person in grade eight to participate in driver education. Present law authorizes the renewal of a Class "D" or "E" driver's license by mail or electronic commerce in certain circumstances. Proposed law authorizes a person 70 years old or older, who is medically diagnosed with a disability that precludes renewal of their Class "D" or "E" driver's license in person, to renew their license by mail and if the person is 70 years or older, requires a sworn affidavit by a physician certifying such person possesses all cognitive functions reasonably necessary to be a prudent driver.
