Existing law provides for the creation of the Downtown Development District of the city of
Minden.  Further provides relative to the purpose, boundaries, and governance of the district.
Existing law requires that the district be governed by the Downtown Development District
Commission composed of seven members.  Prior law required that all members be qualified
voters of the city and have their principal place of business or profession or own property in
the district.  New law requires that members be qualified voters in the city or hold a majority
interest in a business or property located in the district if they are not qualified voters of the
city of Minden.
Existing law provides that the seven members are appointed by the mayor with the approval
of the city council.  New law adds requirement that due consideration be given to the needs
and desires of the commission.  Also adds requirement that the commission appoint
subcommittees, for various needs and events, with no limitations on residency. 
Prior law required that the members of the commission be made from nominations: 
(1)Two members from nominations by the Minden Chamber of Commerce.
(2)Two members from nominations by the Retail Merchants Assoc. of the city of
Minden.
(3)Two members from nominations by the Minden Historic District Commission.
(4)One member from nominations by the Minden NAACP.
New law removes requirements for nominations.
Existing law provides that the mayor of the city of Minden is a nonvoting ex officio member
of the commission.  Prior law provided that the project manager was a nonvoting ex officio
member of the commission.  New law replaces the project manager with the district's
director.
Existing law requires that the commission keep a record of its resolutions, transactions,
studies, findings, and determinations.  New law adds requirement that the mayor's office be
provided with a copy of all such transactions and records.
Prior law authorized the commission to employ a manager and other employees.  New law
authorizes the mayor, with council approval to employ a director and other employees.
Existing law requires the commission to formulate the program to implement development
plans of the Minden Main Street Project.  New law requires that the mayor review and
approve such plans.
New law provides for termination of terms of members of the commission serving on the
effective date of new law and appointment of members in accordance with existing law and
new law.
Effective August 1, 2015.
