[R.S. 1:13(B) and 24:177(E)] HB 505 Original 2015 Regular Session Ivey Abstract: Prohibits teachers whose first employment as a public school teacher in Louisiana occurs on or after July 1, 2015, from being eligible to acquire tenure; further requires the employment of such teachers to be by annual contract. Present law provides relative to the employment and rights of K-12 teachers. Proposed law requires that for teachers whose first employment as a public school teacher in Louisiana occurs on or after July 1, 2015, employment shall be by year-to-year contract. Further provides that the terms and renewal of such contract shall be at the discretion of the local school superintendent. Requires that each contract contain a termination clause. Provides that a contract may only be terminated after notice and a hearing conducted in accordance with present law (R.S. 17:443(A)) governing disciplinary action against nontenured teachers. Present law provides that for teachers hired on or after July 1, 2012, tenure may only be acquired by attaining a "highly effective" rating pursuant to present law for five years within a six-year period. Proposed law provides that any teacher whose first employment as a public school teacher in Louisiana occurs on or after July 1, 2015, shall not be eligible to acquire tenure.
