Abstract:  Prohibits teachers whose first employment as a public school teacher in Louisiana occurs
on or after July 1, 2015, from being eligible to acquire tenure; further requires the
employment of such teachers to be by annual contract.
Present law provides relative to the employment and rights of K-12 teachers.  Proposed law requires
that for teachers whose first employment as a public school teacher in Louisiana occurs on or after
July 1, 2015, employment shall be by year-to-year contract.  Further provides that the terms and
renewal of such contract shall be at the discretion of the local school superintendent.  Requires that
each contract contain a termination clause.  Provides that a contract may only be terminated after
notice and a hearing conducted in accordance with present law (R.S. 17:443(A)) governing
disciplinary action against nontenured teachers.
Present law provides that for teachers hired on or after July 1, 2012, tenure may only be acquired by
attaining a "highly effective" rating pursuant to present law for five years within a six-year period. 
Proposed law provides that any teacher whose first employment as a public school teacher in
Louisiana occurs on or after July 1, 2015, shall not be eligible to acquire tenure.
Effective upon signature of governor or lapse of time for gubernatorial action.
