MTR VEHICLE/LICEN PLATES:  Creates the "300th Anniversary of the City of New
Orleans" specialty license plate
1	AN ACT
2To enact R.S. 47:463.183, relative to motor vehicle special prestige license plates; to provide
3 for the "300th Anniversary of the City of New Orleans" special prestige license
4 plate; to provide for creation, issuance, and design of such license plates; to provide
5 relative to the fee and distribution of fees for such plates; to authorize the
6 promulgation of rules and regulations relative to the creation and implementation of
7 a special prestige license plate; and to provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 47:463.183 is hereby enacted to read as follows:
10 ยง463.183.  Special prestige license plates; "300th Anniversary of the City of New
11	Orleans"
12	A.  The secretary of the Department of Public Safety and Corrections shall
13 establish a special prestige motor vehicle license plate to be known as the "300th
14 Anniversary of the City of New Orleans" plate.  These license plates shall be
15 restricted to use on passenger cars, pickup trucks, recreational vehicles, and vans.
16	B.  The color and design of the license plate shall be selected by the mayor
17 of the City of New Orleans, provided it is in compliance with R.S. 47:463(A)(3). The
18 design shall include the words "300th Anniversary of the City of New Orleans".
19	C.  The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1	D.  The department shall collect an annual royalty fee of fifteen dollars that
2 shall be disbursed in accordance with Subsection E of this Section.  This fee shall be
3 in addition to the standard motor vehicle license tax imposed by Article VII, Section
4 5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents
5 for each plate to be retained by the department to offset a portion of administrative
6 costs.
7	E.  The annual royalty fee collected by the department shall be forwarded to
8 the 2018 NOLA Foundation or its successor organization.  The monies received from
9 the royalty fees shall be used for public purposes, including the planning and
10 development of a series of cultural events and activities surrounding the 300th
11 anniversary of the City of New Orleans.
12	F.  The secretary shall promulgate rules and regulations as are necessary to
13 implement the provisions of this Section.

Proposed law requires the secretary of the Dept. of Public Safety and Corrections to issue
special prestige license plates to be known as the "300th Anniversary of the City of New
Orleans" license plate.
Proposed law provides the license plate shall be issued, upon application, to any citizen of
Louisiana in the same manner as any other motor vehicle license plate.
Proposed law requires the department to collect an annual royalty fee of $15, as well as a
handling fee of $3.50 for each plate to be retained by the department to offset a portion of
administrative costs.
Proposed law requires the monies collected by the department be forwarded to the 2018
NOLA Foundation or its successor organization.  Specifies that the balance be used solely
for public purposes, including planning events surrounding the 300th anniversary of the City
of New Orleans.
