ANIMALS/DOGS: Provides relative to certain commercial dog breeders 1 AN ACT 2To amend and reenact R.S. 3:2772(I) and to enact R.S. 3:2772(J), relative to dog breeders; 3 to require certain commercial breeders to register annually with and provide certain 4 information to the local parish clerk's office; to provide for a definition; and to 5 provide for related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 3:2772(I) is hereby amended and reenacted and R.S. 3:2772(J) is 8hereby enacted to read as follows: 9 ยง2772. Dog, cat, and kennel licenses fee and certificate; records 10 * * * 11 I.(1) Any professional, commercial dog breeder with ten or more breeding 12 female dogs, who sells dogs retail, wholesale, or to the public, shall register annually 13 with the local parish clerk's office and shall be required to provide the following 14 information: 15 (a) The name of the commercial breeding kennel. 16 (b) The location of each kennel housing facility. 17 (c) The applicant's sales tax identification number. 18 (d) The name of each veterinarian licensed in Louisiana with whom the 19 applicant contracts for veterinarian related services. 20 (e) An annual inspection of the owner's facility to ensure the owner is 21 complying with state and local laws. For purposes of this Section, "hunting dog" shall mean a dog sold for the 3 express purpose of use in commonly accepted hunting activities. The term "hunting 4 dog" shall not apply to traditional hunting breeds of dogs if those dogs are sold as 5 household pets and not used for the purpose of commonly accepted hunting 6 activities. 7 J. Any person who violates the provisions of this Section shall be guilty of 8 a misdemeanor and upon conviction shall be fined not more than five hundred 9 dollars or imprisoned for not more than six months, or both. Proposed law requires that any professional, commercial dog breeder with 10 or more breeding female dogs, who sells dogs retail, wholesale, or to the public, must register annually with the local parish clerk's office and is required to provide the following information: (1) The name of the commercial breeding kennel. (2) The location of each kennel housing facility. (3)The applicant's sales tax identification number. (4) The name of the veterinarians licensed in Louisiana with whom the applicant contracts for services. (5) An annual inspection of the owner's facility to ensure the owner is complying with state and local laws. Proposed law exempts breeders of "hunting dogs" from the provisions of proposed law.
