Abstract: Increases certain fees relative to motor carriers and public utilities in the state of La.
Present law requires certain motor carriers and public utilities subject to the control of the
Public Service Commission (commission) to pay certain fees for the inspection, control, and
supervision of their business service and rates.
Present law requires such fees to be paid quarterly and in a certain amount per $1000 for gross
receipts of carriers derived from activities subject to the control and jurisdiction of the commission.
Proposed law increases the fees of present law by $.07 per $1000 for gross receipts in amounts
ranging from $1000 to $100,000,000.  
Proposed law increases the fee of present law by $.08 per $1000 for gross receipts in excess of
$100,000,000.  
Present law provides for an amount equal to the fees collected in present law to be deposited into the
"Utility and Carrier Inspection and Supervision Fund", hereinafter "fund."  Provides for amounts in
the fund to be used for the operations of the La. Public Service Commission.  Proposed law retains
present law.    
Amounts in the fund in excess of that necessary for the operations of the commission are subject to
constitutional provisions of present law.  Present law further subjects such amounts in excess to
appropriations by the legislature.  Proposed law changes these provisions of present law to require
amounts in excess to be rebated to the motor carriers or public utilities within 90 days of the end of
each fiscal year.    
Effective July 1, 2015.

The Committee Amendments Proposed by House Committee on Commerce to the original bill:
1. Modify present law relative to amounts in excess contained in the Utility and Carrier
Inspection and Supervision Fund (fund).  Require amounts in the fund in excess of that
necessary for the operations of the La. Public Service Commission to be rebated by the
state to the motor carriers or public utilities within 90 days of the end of each fiscal year.
