DISTRICTS/ECONOMIC DEVEL:  Provides relative to the Greenwell Springs-Airline
Economic Development District in East Baton Rouge Parish
1	AN ACT
2To amend and reenact R.S. 33:2740.67(A), (B), and (C)(1) and (2), relative to the Greenwell
3 Springs-Airline Economic Development District in East Baton Rouge Parish; to
4 change the name and the boundaries of the district; to provide for the membership
5 of the board; and to provide for related matters.
6	Notice of intention to introduce this Act has been published
7	as provided by Article III, Section 13 of the Constitution of
8	Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 33:2740.67(A), (B), and (C)(1) and (2) are hereby amended and
11reenacted to read as follows:
12 ยง2740.67.  Greenwell Springs-Airline Baton Rouge North Economic Development
13	District
14	A.  Creation.  The Greenwell Springs-Airline Baton Rouge North Economic
15 Development District, referred to in this Section as the "district", is hereby created
16 in the parish of East Baton Rouge.  The district shall be a political subdivision of the
17 state created for the purpose of developing the area included within the district in
18 order to provide for substantial economic activity and employment opportunities.
19	B.  Boundaries.  The district shall include the area within the following
20 boundaries: beginning at the intersection of South Choctaw Drive and Scenic

1 Highway, north along Scenic Highway to its intersection with Harding Boulevard,
2 then east along Harding Boulevard to its intersection with Plank Road and Hooper
3 Road, continue east along Hooper Road to its intersection with Mickens Road, then
4 southeast along  Mickens Road to its intersection with Joor Road, then south on Joor
5 Road to its intersection with Greenwell Springs Road, then northeast on Greenwell
6 Springs Road to its intersection with North Flannery Road, then south on North
7 Flannery Road to its intersection with South Choctaw Drive, then west along South
8 Choctaw Drive to the point of beginning North 22nd Street and Florida Boulevard,
9 east along Florida Boulevard to its intersection with North Sherwood Forest Drive,
10 then north along North Sherwood Forest Drive to its intersection with Greenwell
11 Springs Road, then southwest along Greenwell Springs Road to its intersection with
12 Joor Road, then north along Joor Road to its intersection with Mickens Road, then
13 west along Mickens Road to its intersection with Hooper Road, then west along
14 Hooper Road to its intersection with Harding Boulevard, continuing west along
15 Harding Boulevard to its intersection with Scenic Highway, then south along Scenic
16 Highway to its intersection with Main Street, then east along Main Street to its
17 intersection with North 22nd Street, then south along North 22nd Street to the point
18 of beginning.
19	C.  Governance.  (1)  In order to provide for the orderly planning,
20 development, acquisition, construction, and effectuation of the services,
21 improvements, and facilities to be furnished by the district and to provide for the
22 representation in the affairs of the district of those persons and interests immediately
23 concerned with and affected by the purposes and development of the district, the
24 district shall be managed by a nine-member thirteen-member board of
25 commissioners, referred to in this Section as the "board".  The board shall be
26 comprised of members as follows:
27	(a)  Two members shall be appointed by the state representative for House
28 District No. 29, one of whom shall be a representative of the business community.

1	(b)  Two members shall be appointed by the state senator for Senate District
2 No. 15.
3	(c)  One member shall be appointed by the mayor-president of the parish of
4 East Baton Rouge.
5	(d)  One member shall be appointed by the member or members of the
6 governing authority of the parish of East Baton Rouge who represent the district.
7	(e)  One member shall be appointed by the owner of the largest parcel of land
8 located within the district.
9	(f)  One member shall be appointed by the state representative for House
10 District No. 61.
11	(g)  One member shall be appointed by the state representative for House
12 District No. 67.
13	(h)  One member shall be appointed by the state representative for House
14 District No. 101.
15	(i)  One member shall be appointed by the state senator  for Senate District
16 No. 14.
17	(f) (j) The branch manager of a bank located within the district to be selected
18 by a subcommittee formed by the board.
19	(g) (k)  One representative of a civic association located within the district
20 to be selected by a subcommittee formed by the board.
21	(2)(a)(i)  Members serving pursuant to Subparagraphs (1)(a) through (e) (i)
22 of this Subsection shall serve four-year terms after initial terms as provided by Item
23 (ii) of this Subparagraph.
24	(ii)  Two Three members shall serve an initial term of one year; two three
25 shall serve two years; two three shall serve three years; and one two shall serve four
26 years, as determined by lot at the first meeting of the board.

1	(b)  Members serving pursuant to Subparagraphs (1)(f) and (g) (1)(j) and (k)
2 of this Subsection shall serve at the pleasure of the subcommittee formed by the
3 board.

Abstract:  Relative to the Greenwell Springs-Airline Economic Development District in
East Baton Rouge Parish, changes the name and the boundaries of the district, and
provides relative to the membership of the governing board.
Present law creates and provides for the Greenwell Springs-Airline Economic Development
District as a political subdivision in East Baton Rouge Parish for the purpose of developing
the area included within the district in order to provide for substantial economic activity and
employment opportunities.  Provides that the district is governed by a nine member board
of commissioners.  Provides for district boundaries.
Proposed law changes the name of the district to the Baton Rouge North Economic
Development District.  Additionally makes changes to the district's boundaries.
Present law provides that the district is governed by a board of commissioners comprised
of nine members comprised as follows:
(1)Two members shall be appointed by the state representative for House District
No. 29, one of whom shall be a representative of the business community.
(2)Two members shall be appointed by the state senator for Senate District No. 15.
(3)One member shall be appointed by the mayor-president of the parish of East Baton
Rouge.
(4)One member shall be appointed by the member or members of the governing
authority of the parish of East Baton Rouge who represent the district.
(5)One member shall be appointed by the owner of the largest parcel of land located
within the district.
(6)The branch manager of a bank located within the district to be selected by a
subcommittee formed by the board.
(7)One representative of a civic association located within the district to be selected by
a subcommittee formed by the board.
Proposed law adds four members to the board of commissioners.  The new members shall
be appointed as follows:
(1)One member by the state representative for House District No. 61.

(3)One member by the state representative for House District No. 101.
