[R.S. 1:13(B) and 24:177(E)] HB 823 Reengrossed 2015 Regular Session Barrow Abstract: Relative to the Greenwell Springs-Airline Economic Development District in East Baton Rouge Parish, changes the name and the boundaries of the district, and provides relative to the membership of the governing board. Present law creates and provides for the Greenwell Springs-Airline Economic Development District as a political subdivision in East Baton Rouge Parish for the purpose of developing the area included within the district in order to provide for substantial economic activity and employment opportunities. Provides that the district is governed by a nine member board of commissioners. Provides for district boundaries. Proposed law changes the name of the district to the Baton Rouge North Economic Development District. Additionally makes changes to the district's boundaries. Present law provides that the district is governed by a board of commissioners comprised of nine members comprised as follows: (1)Two members shall be appointed by the state representative for House District No. 29, one of whom shall be a representative of the business community. (2)Two members shall be appointed by the state senator for Senate District No. 15. (3)One member shall be appointed by the mayor-president of the parish of East Baton Rouge. (4)One member shall be appointed by the member or members of the governing authority of the parish of East Baton Rouge who represent the district. (5)One member shall be appointed by the owner of the largest parcel of land located within the district. (6)The branch manager of a bank located within the district to be selected by a subcommittee formed by the board. (7)One representative of a civic association located within the district to be selected by a subcommittee formed by the board. Proposed law adds four members to the board of commissioners. The new members shall be appointed as follows: (1)One member by the state representative for House District No. 61. (2)One member by the state representative for House District No. 67. (3)One member by the state representative for House District No. 101. (4)One member by the state senator for Senate District No. 14. (Amends R.S. 33:2740.67(A), (B), and (C)(1) and (2)) Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on Municipal, Parochial and Cultural Affairs to the original bill: 1.
