HLS 15RS-1807 ORIGINAL 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 114 BY REPRESENTATIVE JEFFERSON AND SENATOR GAL LOT COMMENDATIONS: Commends Eula Woodard upon her 100th birthday 1 A CONCURRENT RESOL UTION 2To commend Eula Woodard upon her attainment in April 2015 to the elite club of Louisiana 3 centenarians. 4 WHEREAS, Eula Turner Woodard was born in 1915 in Jackson Parish to Minger 5Bennie Turner and Ola Williams Turner, one of nine children; and 6 WHEREAS, Mrs. Woodard and her late husband, Grambling's first mayor, B.T. 7Woodard, successfully raised four productive citizens, a feat of which Mrs. Woodard is most 8proud; her children all contributed admirably to the state and nation; and 9 WHEREAS, Bennie T. Woodard, Jr., was an Air Force fighter pilot in the Vietnam 10War, served as forward air controller, was honorably discharged as captain, and promoted 11to captain in the Naval Reserve; he has passed from this life to his eternal home; and 12 WHEREAS, Martha Woodard Andrus is a retired teacher who followed in the 13footsteps of her father, having served as mayor of Grambling; and 14 WHEREAS, Elaine Woodard Dunn is a retired auditor for the United States Internal 15Revenue Service; and 16 WHEREAS, Donald B. Woodard is a retired Air Force lieutenant colonel; and 17 WHEREAS, the four children of Mrs. Eula Woodard have perpetuated the 18distinguished Woodard line with nine grandchildren and twelve great-grandchildren; and 19 WHEREAS, a gifted professional seamstress, Mrs. Woodard taught tailoring at 20Grambling College; she has since retired; and Page 1 of 3 HLS 15RS-1807 ORIGINAL HCR NO. 114 1 WHEREAS, Mrs. Woodard has been a devoted member of the body of Christ 2through New Rocky Valley Baptist Church since 1943, serving in the Children's Department 3as a Sunday school teacher, as the president of the Chancel Choir, as a member of the 4Deaconess Board, and as a member of the Dorcas Circle Women's Missionary Society; 5Mrs. Woodard also served in Vacation Bible School; and 6 WHEREAS, in 1997, Mrs. Eula Woodard received the honor of being named 7"Woman of the Year"; she helped organize the Grambling Just Us Club, a group that 8purchased the first street lights for Grambling; and 9 WHEREAS, in her life, Mrs. Woodard has served in many positions: she was vice 10chair of the Grambling Joy Fund, a Boy Scout den mother, and a founding Worthy Matron 11of the Evening Star chapter of the Order of the Eastern Star; and 12 WHEREAS, Mrs. Woodard is a current member of the Grambling Unit of the Retired 13Teachers Association; and 14 WHEREAS, Eula Woodard aptly bears the title of "matriarch of the Woodard 15family" in Grambling; as the wife of Grambling's first mayor, B.T. Woodard, she is the 16original First Lady of the city and proudly wore that title for twenty-four years; and 17 WHEREAS, as a member of what has been called "The Greatest Generation", the 18generation born between 1900 and the early 1920s, Mrs. Woodard's contributions to the state 19and country in raising a family and participating in her community cannot be quantified; and 20 WHEREAS, as the newest centenarian of House District 11 and Senate District 29, 21it is fitting to celebrate the occasion of the one hundredth anniversary of the birth of Eula 22Woodard. 23 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 24extend happy congratulations to Eula Woodard upon her one hundredth birthday and does 25hereby express best hopes for good health, joy, and the continuous blessings of God. 26 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 27to Eula Woodard.
