HLS 15RS-822 ORIGINAL 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 136 BY REPRESENTATIVE WESLEY BISHOP STUDENT/HOME STUDY: Requests that the State Bd. of Elementary and Secondary Education, in consultation with the Bd. of Regents, study the feasiblity and costs of using state funds to pay for students in approved home study programs to participate in certain dual enrollment programs 1 A CONCURRENT RESOL UTION 2To urge and request the State Board of Elementary and Secondary Education, in consultation 3 with the Board of Regents, to study the feasibility and costs of using state funds to 4 pay for students in approved home study programs to participate in dual enrollment 5 programs established by the Board of Regents and to submit a written report of its 6 findings and conclusions, including any recommendations for legislation relative to 7 the issue, to the House Committee on Education and the Senate Committee on 8 Education not later than sixty days prior to the beginning of the 2016 Regular 9 Session of the Legislature of Louisiana. 10 WHEREAS, R.S. 17:236.1 grants the State Board of Elementary and Secondary 11Education the authority to approve home study programs; and 12 WHEREAS, in R.S. 17:3137(A), the legislature finds that the dual enrollment 13program established by the Board of Regents enhances curricular options available to 14eligible high school students by providing an opportunity to enroll in postsecondary 15coursework creditable toward a career certificate or an associate or baccalaureate degree; and 16 WHEREAS, R.S. 17:3137(C) authorizes students participating in home study 17programs to participate in the Board of Regents' dual enrollment program but provides that 18state funds shall not be used to pay the tuition of such a student who is dually enrolled in a 19participating postsecondary education institution; and Page 1 of 2 HLS 15RS-822 ORIGINAL HCR NO. 136 1 WHEREAS, increasing access for students in approved home study programs to 2participate in this dual enrollment program by removing possible funding obstacles would 3likely assist such students in their academic pursuits; and 4 WHEREAS, it is appropriate that the State Board of Elementary and Secondary 5Education, in consultation with the Board of Regents, conduct a thorough examination of 6the feasibility and costs of using state funds to pay for students in approved home study 7programs to participate in dual enrollment programs established by the Board of Regents. 8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 9urge and request the State Board of Elementary and Secondary Education, in consultation 10with the Board of Regents, to study the feasibility and costs of using state funds to pay for 11students in approved home study programs to participate in dual enrollment programs 12established by the Board of Regents and to submit a written report of its findings and 13conclusions, including any recommendations for legislation relative to the issue, to the 14House Committee on Education and the Senate Committee on Education not later than sixty 15days prior to the beginning of the 2016 Regular Session of the Legislature of Louisiana. 16 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 17president of the State Board of Elementary and Secondary Education, the state 18superintendent of education, the chairman of the Board of Regents, and the commissioner 19of higher education.
