HLS 15RS-551 ORIGINAL 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 156 BY REPRESENTATIVE HOFFMANN ENVIRONMENT: Recognizes that the development and implementation of environmental policies shall be cognizant of the rights of our citizens and national and state sovereignty 1 A CONCURRENT RESOL UTION 2To recognize that any development and implementation of environmental policies shall be 3 cognizant of the constitutional rights of our citizens and the sovereignty of the 4 United States of America and the state of Louisiana. 5 WHEREAS, at the dawn of the environmental protection movement, the dilemma 6arose of determining the divide between environmental policy and private property rights; 7and 8 WHEREAS, this question is of no greater importance than in this country as its 9founding was centered on protecting the life, liberty, and property of the people of the 10thirteen original colonies and where those principals have been the driving force in 11establishing the greatest nation in history; and 12 WHEREAS, the expansion of the development and implementation of environmental 13policies that embrace sustainable development has international origins created without 14regard to American concepts of private property ownership and the sovereignty of the 15federal and state governments, both embodied in the United States Constitution and the 16Louisiana Constitution of 1974; and 17 WHEREAS, nongovernmental organizations, such as the International Council of 18Environmental Initiatives, Local Governments for Sustainability, and International League 19of Cities, promote these environmental policies directly to local governments and local and 20regional planning commissions by providing grants for implementation; and Page 1 of 2 HLS 15RS-551 ORIGINAL HCR NO. 156 1 WHEREAS, the environmental polices of sustainable development, such as smart 2growth, wildlands project, resilient cities, regional visioning projects, and other "green" or 3"alternative" projects, have indeed been mirrored in local communities throughout the 4United States. 5 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 6recognize that any development and implementation of environmental policies shall be 7cognizant of the constitutional rights of our citizens and the sovereignty of the United States 8of America and the state of Louisiana.
