HOUSE CONCURRENT RESOL UTION NO. 189

TRANSPORTATION: Urges and requests the Department of Transportation and
Development to update a study regarding a new bridge at Paris Road in St. Bernard
Parish
1 A CONCURRENT RESOL UTION
2To urge and request the Department of Transportation and Development to update the
3 previously completed study of the feasibility of the construction of an additional
4 Mississippi River bridge to provide a solution to traffic problems and enhance
5 development and further assess the advisability of the construction of an additional
6 Mississippi River bridge.
7 WHEREAS, South Louisiana is particularly vulnerable to hurricanes, and a new
8Mississippi River crossing will improve the region's capability to evacuate at-risk areas; and
9 WHEREAS, the addition of a bridge over the Mississippi River at Chalmette will
10substantially improve transportation through the region and improve access to New Orleans
11east, St. Bernard Parish, the west bank of Orleans Parish, the west bank of Jefferson Parish
12and Plaquemines Parish; and
13 WHEREAS, the Crescent City Connection Bridge is burdened to provide river
14crossing access for all vehicular trips originating on the west bank with destinations in New
15Orleans east, or points east of the city, and a new bridge crossing at Chalmette would
16provide an alternate route for such trips; and
17 WHEREAS, the Department of Transportation and Development previously
18conducted a study of the feasibility of the construction of the Chalmette-Algiers Mississippi
19River Bridge, for which the final report was issued in August of 1999.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2urge and request the Department of Transportation and Development, in consultation with
3local governing authorities, to update the previous completed study of the feasibility of
4constructing an additional Mississippi River bridge, including an analysis of toll feasibility,
5and further assess the advisability of constructing an additional Mississippi River bridge.
6 BE IT FURTHER RESOLVED that the Department of Transportation and
7Development submit a preliminary report of the updated study to the House Committee on
8Transportation, Highways and Public Works and the Senate Committee on Transportation,
9Highways and Public Works on or before January 1, 2017.
10 BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the
11secretary of the Department of Transportation and Development.
