HLS 15RS-2920 ORIGINAL 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 191 BY REPRESENTATIVE LAMBERT TRAFFIC: Urges and requests the Department of Transportation and Development to study the implementation of flashing yellow arrows at major intersections 1 A CONCURRENT RESOL UTION 2To urge and request the Louisiana Department of Transportation and Development to study 3 the implementation of flashing yellow arrows at major intersections. 4 WHEREAS, a large number of accidents and deaths are imputed yearly to drivers 5failing to yield to oncoming traffic when making a left turn at intersections; and 6 WHEREAS, the cause of such accidents and deaths is due to many drivers who 7inadvertently believe they have the right-of-way when the traffic signal at intersections 8switches to a solid green light; and 9 WHEREAS, the Federal Highway Administration conducted a study that found a 10flashing yellow left-turn arrow signal helped to prevent crashes; and 11 WHEREAS, the study also found that drivers made fewer mistakes with the flashing 12yellow left-turn arrow signals than with traditional left-turn arrow signals, traffic moved 13easily through an intersection, the flashing yellow left-turn arrow signal was easy to 14implement without revising signal hardware, and provided additional traffic management 15flexibility; and 16 WHEREAS, the National Cooperative Highway Research Program found the 17flashing yellow left-turn arrow signal to be the best overall alternative to the circular green 18signal as the permissive signal display for a left-turn movement and left-turn drivers had a 19high level of understanding and correct response to the flashing yellow turn-signal arrow; 20and Page 1 of 2 HLS 15RS-2920 ORIGINAL HCR NO. 191 1 WHEREAS, Iowa, Massachusetts, Michigan, Minnesota, Missouri, Nevada, North 2Carolina, Oregon, South Carolina, Texas, and Wisconsin have successfully installed flashing 3yellow left-turn arrow signals and report a decrease in accidents; and 4 WHEREAS, it is the responsibility of the state of Louisiana to provide for the safety 5of its citizens to the best of its ability; and 6 WHEREAS, installing flashing yellow left-turn arrow signals at major intersections 7are needed to protect the safety and welfare of pedestrians and drivers alike and to diminish 8the current public safety hazard in the state; and 9 WHEREAS, it is prudent that the Department of Transportation and Development 10conduct a traffic study to determine whether there is a need for the installation of flashing 11yellow left-turn arrow signals at major intersections. 12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 13urge and request the Louisiana Department of Transportation and Development to study the 14implementation of flashing yellow left-turn arrow signals at major intersections. 15 BE IT FURTHER RESOLVED that the department shall prepare and submit a final 16report that contains the results of the study requested by this resolution and submit such final 17report to the House Committee on Transportation, Highways and Public Works, and the 18Senate Committee on Transportation, Highways and Public Works no later than February 191, 2016.
