ENROLLED 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 214 BY REPRESENTATIVES BURRELL, BADON, BARROW, WESLEY BISHOP, BOUIE, COX, FRANKLIN, GAINES, HALL, HONORE, HUNTER, JACKSON, JAMES, JEFFERSON, TERRY LANDRY, NORTON, PIERRE, PRICE, SMITH, THIERRY, PATRICK WILLIAMS, AND WOODRUFF A CONCURRENT RESOL UTION To urge and request the Department of Economic Development to notify companies with which it has cooperative endeavor agreements of the specific goals of the Louisiana Hudson Initiative and the Veteran Inititiative, to provide these companies with a list of the businesses certified under the Hudson Initiative and Veteran Initiative, and to request that the companies provide information on their use of businesses certified under the Hudson Initiative and Veteran Initiative. WHEREAS, the Louisiana Department of Economic Development has entered into cooperative endeavor agreements that grant companies inducements in exchange for the companies making capital expenditures and creating new jobs; and WHEREAS, R.S. 33:9029.2 authorizes the state to enter into cooperative endeavor agreements to achieve a public purpose, including but not limited to enhancing or maintaining the economic well-being of the state, upon a showing of reasonable expectations that such obligations of the state will result in economic development or will achieve other economic goals that will equal or exceed the value of the obligations of the state; and WHEREAS, the Louisiana Initiative for Small Entrepreneurships (the Hudson Initiative) expresses the intent of the legislature to facilitate the growth and stability of Louisiana's economy by fostering utilization by state interests of the business offerings available for state procurement and public contracts from Louisiana's small entrepreneurships; and WHEREAS, pursuant to R.S. 51:931 the secretary of the Department of Economic Development is required to certify businesses as small entrepreneurships for purposes of the Hudson Initiative; and Page 1 of 2 HCR NO. 214 ENROLLED WHEREAS, the Louisiana Initiative for Veteran and Service-Connected Disabled Veteran-Owned Small Entrepreneurships (the Veteran Initiative) expresses the intent of the legislature to facilitate the growth and stability of Louisiana's economy by fostering utilization by state interests of the business offerings available for state procurement and public contracts from Louisiana's veteran and service-connected disabled veteran-owned small entrepreneurships, and providing a clearinghouse of information to these entrepreneurships; and WHEREAS, R.S. 51:933 requires the Department of Economic Development to notify all businesses entering into cooperative endeavor agreements of the specific goals of the Louisiana Hudson Initiative and the Veteran Initiative as set forth by the division of administration. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Economic Development to notify companies with which it has cooperative endeavor agreements of the specific goals of the Louisiana Hudson Initiative and the Veteran Inititiative, to provide these companies with a list of the businesses certified under the Hudson Initiative and Veteran Initiative, and to request that the companies provide information on their use of businesses certified under the Hudson Initiative and Veterans Initiative. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Economic Development.
