HLS 15RS-1434 ORIGINAL 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 219 BY REPRESENTATIVES BARRAS, MIGUEZ, TERRY LANDRY, AND HUVAL AND SENATORS ALLAIN AND MILLS TOURISM: Requests that certain local government representatives in Iberia Parish meet with members of the governing board of the Louisiana Sugar Cane Festival and Fair to discuss costs associated with services provided during the festival and fair 1 A CONCURRENT RESOL UTION 2To urge and request representatives from the Iberia Parish Tourist Commission, the office 3 of the sheriff of Iberia Parish, the office of the mayor of the city of New Iberia, and 4 the governing authority of the city of New Iberia to meet with the members of the 5 governing board of the Louisiana Sugar Cane Festival and Fair to discuss the 6 services that are traditionally provided during the festival and fair, including security, 7 traffic control, and sanitation, and the costs associated with those services, to develop 8 a list of public and private entities that are available to provide such services in the 9 future and the proposed fees to be charged by such entities, and to provide for a 10 written report of findings and recommendations to the legislative delegation 11 representing Iberia Parish no later than September 1, 2015. 12 WHEREAS, the Louisiana Sugar Cane Festival and Fair, which has been hosted by 13community leaders in the city of New Iberia since 1937, is one of the oldest agricultural fairs 14and harvest festivals in the state honoring Louisiana's sugar industry; and 15 WHEREAS, the five-day event includes activities that showcase sugar cane 16machinery and production equipment, and local museum exhibits emphasize the importance 17of sugar cane to the region; and 18 WHEREAS, although the five days of festivities provide an economic contribution 19to the Acadiana region in excess of two million dollars, the costs of services provided during Page 1 of 3 HLS 15RS-1434 ORIGINAL HCR NO. 219 1the festival and fair, including costs for security, traffic control, and sanitation, continue to 2escalate and may eventually threaten the financial stability of the event; and 3 WHEREAS, the governing board of Louisiana Sugar Cane Festival and Fair, which 4consists of members representing sugar producing parishes across Louisiana, should meet 5with local parish representatives to discuss the costs of services provided during the event 6and to map out a strategy to reduce unnecessary expenditures associated with the event in 7order to enhance its economic contribution throughout the region; and 8 WHEREAS, the governing board of the Louisiana Sugar Cane Festival and Fair, 9along with local government representatives, should make every effort to place the festival 10and fair on sound financial footing in order to ensure the continued celebration of 11Louisiana's sugar industry. 12 THEREFORE, BE IT RESOLVED, that the Legislature of Louisiana does hereby 13urge and request representatives from the Iberia Parish Tourist Commission, the office of 14the sheriff of Iberia Parish, the office of the mayor of the city of New Iberia, and the 15governing authority of the city of New Iberia to meet with the members of the governing 16board of the Louisiana Sugar Cane Festival and Fair to discuss the services that are 17traditionally provided during the festival and fair, including security, traffic control, and 18sanitation, and the costs associated with those services, to develop a list of public and private 19entities that are available to provide such services in the future and the proposed fees to be 20charged by such entities, and to provide for a written report of findings and 21recommendations to the legislative delegation representing Iberia Parish no later than 22September 1, 2015. 23 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 24to the sheriff of Iberia Parish, the mayor of the city of New Iberia, the governing authority 25of the city of New Iberia, and the director of the Iberia Parish Tourist Commission.
