HOUSE CONCURRENT RESOL UTION NO. 32

CONDOLENCES:  Expresses condolences upon the death of Charles Tubre
1	A CONCURRENT RESOL UTION
2To express the condolences of the Legislature of Louisiana upon the death of Charles
3 "Charlie" Tubre, an advocate for the disabled and the elderly throughout Louisiana.
4 WHEREAS, it is with deep regret and profound sorrow that the Legislature of
5Louisiana learned of the death of Charles "Charlie" Tubre on December 18, 2014, at the age
6of seventy-three; and
7 WHEREAS, Charlie Tubre was born to Richard and Wilma Tubre on April 14, 1941,
8in Oakdale, Louisiana; and
9 WHEREAS, when Charlie was fourteen years old, he injured his spinal cord in a
10diving accident; much of his life was dedicated to helping persons with disabilities and the
11elderly live full and productive lives; and
12 WHEREAS, upon graduation from Oakdale High School, Charlie Tubre enrolled at
13the University of New Orleans, which offered an education plan for people with severe
14disabilities to attend school; he received his bachelor of arts degree in sociology in 1979; and
15 WHEREAS, Mr. Tubre was president and executive director of the Independent
16Living Center from 1979-1984; he coordinated services for Louisiana's programs for
17handicapped children from 1984-1987; he managed the disability prevention program for
18the state office of public health from 1988-1990; he was director of advocacy and
19community relations for Resources for Independent Living Inc., until 2001; and
20 WHEREAS, from 2001 until his death, Mr. Tubre was systems advocacy specialist
21for the Advocacy Center in New Orleans, a state-funded nonprofit corporation that was

1organized in 1978 and that protects the rights of persons with mental or physical disabilities,
2advocates for the rights of group home residents, and provides legal assistance to nursing
3home residents and Louisianians over the age of sixty in Orleans, Plaquemines, and St.
4Tammany parishes; and
5 WHEREAS, in 2012, the Advocacy Center's office on Oak Street was named after
6Mr. Tubre; and
7 WHEREAS, among Mr. Tubre's many noteworthy achievements were the purchase
8of specialized vehicles for disabled UNO students; programs to guarantee accessible housing
9for the disabled; and making the New Orleans Museum of Art Sculpture Garden, the
10Aquarium of the Americas, and French Quarter sidewalks and curbs navigable by people in
11wheelchairs; and
12 WHEREAS, for many years, Charlie Tubre tirelessly fought for the rights of
13individuals with disabilities by identifying problems and advocating for solutions and his
14efforts were appreciated by many and often rewarded; Mr. Tubre was named to the Mayor's
15Advisory Council for Citizens with Disabilities, the Regional Transit Authority's Special
16Transit Advisory Committee; and the Governor's Advisory Council on Disabilities Affairs;
17and
18 WHEREAS, Charlie Tubre will be missed by those who had the honor of working
19with him; his efforts toward improving the welfare of his fellow citizens will forever be
20cherished by his family and friends and by those whose lives he helped to improve.
21 THEREFORE, BE IT RESOLVED that the members of the Legislature of Louisiana
22do hereby express heartfelt sympathies to the family and friends of Charles "Charlie" Tubre
23upon his passing; do hereby herald his productive, compassionate work in the interests of
24Louisiana's disabled as he passed through this life; do hereby record for posterity his
25outstanding accomplishments and exemplary contributions; and do hereby offer thoughts and
26prayers for comfort to those whose lives he touched.
27 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
28to the family of Charles "Charlie" Tubre.
