A CONCURRENT RESOL UTION
To express the condolences of the Legislature of Louisiana upon the death of Charles
"Charlie" Tubre, an advocate for the disabled and the elderly throughout Louisiana.
WHEREAS, it is with deep regret and profound sorrow that the Legislature of
Louisiana learned of the death of Charles "Charlie" Tubre on December 18, 2014, at the age
of seventy-three; and
WHEREAS, Charlie Tubre was born to Richard and Wilma Tubre on April 14, 1941,
in Oakdale, Louisiana; and
WHEREAS, when Charlie was fourteen years old, he injured his spinal cord in a
diving accident; much of his life was dedicated to helping persons with disabilities and the
elderly live full and productive lives; and
WHEREAS, upon graduation from Oakdale High School, Charlie Tubre enrolled at
the University of New Orleans, which offered an education plan for people with severe
disabilities to attend school; he received his bachelor of arts degree in sociology in 1979; and
WHEREAS, Mr. Tubre was president and executive director of the Independent
Living Center from 1979-1984; he coordinated services for Louisiana's programs for
handicapped children from 1984-1987; he managed the disability prevention program for
the state office of public health from 1988-1990; he was director of advocacy and
community relations for Resources for Independent Living Inc., until 2001; and

WHEREAS, from 2001 until his death, Mr. Tubre was systems advocacy specialist
for the Advocacy Center in New Orleans, a state-funded nonprofit corporation that was
organized in 1978 and that protects the rights of persons with mental or physical disabilities,
advocates for the rights of group home residents, and provides legal assistance to nursing
home residents and Louisianians over the age of sixty in Orleans, Plaquemines, and St.
Tammany parishes; and
WHEREAS, in 2012, the Advocacy Center's office on Oak Street was named after
Mr. Tubre; and
WHEREAS, among Mr. Tubre's many noteworthy achievements were the purchase
of specialized vehicles for disabled UNO students; programs to guarantee accessible housing
for the disabled; and making the New Orleans Museum of Art Sculpture Garden, the
Aquarium of the Americas, and French Quarter sidewalks and curbs navigable by people in
wheelchairs; and
WHEREAS, for many years, Charlie Tubre tirelessly fought for the rights of
individuals with disabilities by identifying problems and advocating for solutions and his
efforts were appreciated by many and often rewarded; Mr. Tubre was named to the Mayor's
Advisory Council for Citizens with Disabilities, the Regional Transit Authority's Special
Transit Advisory Committee; and the Governor's Advisory Council on Disabilities Affairs;
and
WHEREAS, Charlie Tubre will be missed by those who had the honor of working
with him; his efforts toward improving the welfare of his fellow citizens will forever be
cherished by his family and friends and by those whose lives he helped to improve.
THEREFORE, BE IT RESOLVED that the members of the Legislature of Louisiana
do hereby express heartfelt sympathies to the family and friends of Charles "Charlie" Tubre
upon his passing; do hereby herald his productive, compassionate work in the interests of
Louisiana's disabled as he passed through this life; do hereby record for posterity his
outstanding accomplishments and exemplary contributions; and do hereby offer thoughts and
prayers for comfort to those whose lives he touched.

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the family of Charles "Charlie" Tubre.
