HLS 15RS-200 ORIGINAL 2015 Regular Session HOUSE CONCURRENT RESOL UTION NO. 36 BY REPRESENTATIVE KLECKLEY AND SENATOR ALARIO SPECIAL DAY/WEEK/MONTH: Recognizes Wednesday, May 13, 2015, as Liquefied Natural Gas Day at the state capitol 1 A CONCURRENT RESOL UTION 2To recognize Wednesday, May 13, 2015, as the third annual Liquefied Natural Gas (LNG) 3 Day at the state capitol. 4 WHEREAS, plentiful natural gas supplies and unprecedented advances in technology 5have provided a historic opportunity for the United States to achieve energy self-sufficiency 6while creating jobs and wealth for our economy; and 7 WHEREAS, pioneering exploration and extraction methods have opened vast natural 8gas resources to development in areas such as the Haynesville Shale so that demand on 9United States natural gas markets can grow with little impact on domestic prices; and 10 WHEREAS, the Department of Energy estimates natural gas production levels will 11increase by fifty-five percent by the year 2040; this is a growth trend that can support 12domestic demand while allowing the United States to capitalize on the economic benefit of 13exporting abundant natural gas to other nations; and 14 WHEREAS, expanding markets for United States natural gas is also consistent with 15national trade and security policy because failure to expand liquefied natural gas exports 16would force our allies to continue to rely on regimes that are hostile to United States' 17interests for their energy needs; and 18 WHEREAS, global demand for liquefied natural gas is expected to increase 19significantly over the next two decades, with Louisiana gas poised to play a major role in 20meeting such demand; and Page 1 of 2 HLS 15RS-200 ORIGINAL HCR NO. 36 1 WHEREAS, liquefied natural gas exports will create tens of thousands of 2construction and operations jobs in the state of Louisiana and will support fifty thousand 3jobs; and 4 WHEREAS, fourteen liquefied natural gas production facilities have been proposed 5in the state of Louisiana with a total announced investment of over 64 billion dollars, 6including the first two fully permitted export facilities in the lower forty-eight states, which 7are currently under construction in Cameron Parish; and 8 WHEREAS, liquefied natural gas exports could provide incentives for new 9infrastructure investments worth billions of dollars and generate royalties and local tax 10revenues in communities across the state of Louisiana; and 11 WHEREAS, a diverse coalition of Louisiana LNG producers, energy and petroleum 12companies, business groups, service companies, and others have expressed their support for 13LNG exports. 14 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 15recognize Wednesday, May 13, 2015, as the third annual Liquefied Natural Gas Day at the 16state capitol and does hereby express support for the efforts of "Our Energy Movement", a 17nonprofit, grassroots organization with the mission of supporting the exports of natural gas 18and educating the public and policy leaders on the benefits that LNG exports will bring to 19the United States. 20 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 21to members of the United States Congress as an expression of the Legislature of Louisiana's 22support of liquefied natural gas exports and the streamlining and expediting of permit 23approval for pending export facilities so that the economic benefits of LNG exports can be 24magnified throughout the state of Louisiana as well as the United States.
