HLS 15RS-2503 ORIGINAL 2015 Regular Session HOUSE RESOLUTION NO. 120 BY REPRESENTATIVE MORENO TRANSPORTATION: Urges and requests the Department of Transportation and Development to study truck routes in New Orleans 1 A RESOLUTION 2To urge and request the Department of Transportation and Development to study truck 3 routes in certain areas of New Orleans. 4 WHEREAS, St. Claude Avenue and the surrounding area in New Orleans have seen 5a resurgence as an attractive thoroughfare with schools, community centers, and the open 6air St. Roch Market; and 7 WHEREAS, with this resurgence comes more pedestrians and bicyclists along the 8streets and highways in this area; and 9 WHEREAS, the streets and highways in this area are also heavily traveled by trucks 10going to and from industrial sites; and 11 WHEREAS, community leaders are searching for a way in which both industry and 12residents of and visitors to the area can travel safely. 13 THEREFORE, BE IT RESOLVED that the House of Representatives of the 14Legislature of Louisiana does hereby urge and request that the Department of Transportation 15and Development (department), in consultation with the Regional Planning Commission, the 16Regional Transit Authority, Orleans Parish, St. Bernard Parish, the Port of New Orleans, the 17St. Bernard Port, Harbor and Terminal District, representatives of the trucking industry, 18academic and transportation professional organizations, transportation and bicycle safety 19organizations, as well as environmental and neighborhood advocates, to conduct a study, all 20within the area below hereinafter referred to as "study routes", whereby data is collected and Page 1 of 4 HLS 15RS-2503 ORIGINAL HR NO. 120 1analyzed, existing traffic patterns are examined, and alternative routes for hazardous material 2commodity flow are identified as feasible: 3 (1) Louisiana Highway 46 (St. Claude Avenue) from Elysian Fields Avenue to the 4Orleans-St. Bernard Parish line. 5 (2) Louisiana Highway 39/Interstate 10 Service Road (Claiborne Avenue) from 6Tulane Avenue to the Orleans-St. Bernard Parish line (including North Robertson couplet 7of Louisiana Highway 39 from Elysian Fields Avenue to Poland Avenue). 8 (3) Louisiana Highway 46 and Louisiana Highway 3021 (Elysian Fields Avenue) 9from Louisiana Highway 46 (St. Claude Avenue) to Interstate 610. 10 (4) Louisiana Highway 39 (Judge Perez Drive) from the Orleans-St. Bernard Parish 11line to Louisiana Highway 47 (Paris Road). 12 (5) Louisiana Highway 46 (St. Claude Avenue or St. Bernard Highway) from the 13Orleans Parish line to Louisiana Highway 47 (Paris Road). 14 BE IT FURTHER RESOLVED, that the study include recommendations for 15alternative state or local routes, or both, for carriers of hazardous materials being transported 16to and from ports and industrial locations within Orleans Parish or St. Bernard Parish, or 17both, along Interstate 10 that would have the effect of reducing or eliminating such traffic 18along the study routes. 19 BE IT FURTHER RESOLVED, that the study include a determination of the 20baseline data regarding existing traffic volumes, vehicle size, and origin-destination of 21freight truck traffic traveling along the study routes. 22 BE IT FURTHER RESOLVED, that the study include a determination of the 23percentage of freight truck trips along the study routes with destinations that are not to local 24points within Orleans Parish or St. Bernard Parish. 25 BE IT FURTHER RESOLVED, that the study include recommendations for 26alternative routes for freight truck traffic to utilize to access Interstate 10 from the St. 27Bernard Port, Harbor and Terminal District along with travel time estimates and mileage 28analyses. 29 BE IT FURTHER RESOLVED, that the study include evaluations of existing traffic 30design and recommendations for engineering solutions to enhance multi-modal safety for Page 2 of 4 HLS 15RS-2503 ORIGINAL HR NO. 120 1all roadway users at the intersection of St. Claude Avenue and Elysian Fields Avenue as well 2as other major intersections along the study routes. 3 BE IT FURTHER RESOLVED, that the study include, but is not limited to, the 4following information regarding hazardous materials as defined by R.S. 32:1502(5) and 5applicable federal regulations that are transported by nonrail vehicles within the 6geographical areas bounded by the study routes: 7 (1) Type and quantity of hazardous materials that are transported along the study 8route. 9 (2) Primary hazard classes of material transported. 10 (3) Number of trucks carrying hazardous materials. 11 (4) Percentage of hazardous materials traffic in all truck traffic. 12 (5) Peak transportation times and days for vehicles carrying hazardous materials. 13 (6) Documentation involving reports made pursuant to R.S. 32:1510 involving 14incidents, accidents, or clean up of accidents or incidents along the study route within the 15area bounded by the study routes since 1995. 16 BE IT FURTHER RESOLVED, that the department shall prepare and submit a final 17report that contains the results of the study requested by this resolution and submit such final 18report to the House Committee on Transportation, Highways, and Public Works and the 19Speaker of the House of Representatives no later than April 4, 2016. An interim report 20detailing the status of the study, findings to date, and study details yet to be finalized shall 21be submitted to aforementioned parties on or before Monday, February 1, 2016. The interim 22and final reports shall also be made available to the public simultaneously. 23 BE IT FURTHER RESOLVED, that a suitable copy of this resolution be transmitted 24to the secretary of the Department of Transportation and Development.
