HOUSE RESOLUTION NO. 120

A RESOLUTION
To urge and request the Department of Transportation and Development to study truck
routes in certain areas of New Orleans.
WHEREAS, St. Claude Avenue and the surrounding area in New Orleans have seen
a resurgence as an attractive thoroughfare with schools, community centers, and the open
air St. Roch Market; and
WHEREAS, with this resurgence comes more pedestrians and bicyclists along the
streets and highways in this area; and
WHEREAS, the streets and highways in this area are also heavily traveled by trucks
going to and from industrial sites; and
WHEREAS, community leaders are searching for a way in which both industry and
residents of and visitors to the area can travel safely.
THEREFORE, BE IT RESOLVED that the House of Representatives of the 
Legislature of Louisiana does hereby urge and request that the Department of Transportation
and Development (department), in consultation with the Regional Planning Commission, the
Regional Transit Authority, Orleans Parish, St. Bernard Parish, the Port of New Orleans, the
St. Bernard Port, Harbor and Terminal District, representatives of the trucking industry,
academic and transportation professional organizations, transportation and bicycle safety
organizations, as well as environmental and neighborhood advocates, to conduct a study, all
within the area below hereinafter referred to as "study routes", whereby data is collected and
analyzed, existing traffic patterns are examined, and alternative routes for hazardous material
commodity flow are identified as feasible:
(1)  Louisiana Highway 46 (St. Claude Avenue) from Elysian Fields Avenue to the
Orleans-St. Bernard Parish line.

(2)  Louisiana Highway 39/Interstate 10 Service Road (Claiborne Avenue) from
Tulane Avenue to the Orleans-St. Bernard Parish line (including North Robertson couplet
of Louisiana Highway 39 from Elysian Fields Avenue to Poland Avenue).
(3) Louisiana Highway 46 and Louisiana Highway 3021 (Elysian Fields Avenue)
from Louisiana Highway 46 (St. Claude Avenue) to Interstate 610.
(4)  Louisiana Highway 39 (Judge Perez Drive) from the Orleans-St. Bernard Parish
line to Louisiana Highway 47 (Paris Road).
(5)  Louisiana Highway 46 (St. Claude Avenue or St. Bernard Highway) from the
Orleans Parish line to Louisiana Highway 47 (Paris Road).
BE IT FURTHER RESOLVED that the study include recommendations for
alternative state or local routes, or both, for carriers of hazardous materials being transported
to and from ports and industrial locations within Orleans Parish or St. Bernard Parish, or
both, along Interstate 10 that would have the effect of reducing or eliminating such traffic
along the study routes.
BE IT FURTHER RESOLVED that the study include a determination of the baseline
data regarding existing traffic volumes, vehicle size, and origin-destination of freight truck
traffic traveling along the study routes.
BE IT FURTHER RESOLVED that the study include a determination of the
percentage of freight truck trips along the study routes with destinations that are not to local
points within Orleans Parish or St. Bernard Parish.
BE IT FURTHER RESOLVED that the study include recommendations for
alternative routes for freight truck traffic to utilize to access Interstate 10 from the St.
Bernard Port, Harbor and Terminal District along with travel time estimates and mileage
analyses. 
BE IT FURTHER RESOLVED that the study include evaluations of existing traffic
design and recommendations for engineering solutions to enhance multi-modal safety for
all roadway users at the intersection of St. Claude Avenue and Elysian Fields Avenue as well
as other major intersections along the study routes.
BE IT FURTHER RESOLVED that the study include, but is not limited to, the
following information regarding hazardous materials as defined by R.S. 32:1502(5) and

applicable federal regulations that are transported by nonrail vehicles within the
geographical areas bounded by the study routes:
(1)  Type and quantity of hazardous materials that are transported along the study
route.
(2)  Primary hazard classes of material transported.
(3)  Number of trucks carrying hazardous materials.
(4)  Percentage of hazardous materials traffic in all truck traffic.
(5)  Peak transportation times and days for vehicles carrying hazardous materials. 
(6) Documentation involving reports made pursuant to R.S. 32:1510 involving
incidents, accidents, or clean up of accidents or incidents along the study route within the
area bounded by the study routes since 1995.
BE IT FURTHER RESOLVED that the department shall prepare and submit a final
report that contains the results of the study requested by this resolution and submit such final
report to the House Committee on Transportation, Highways, and Public Works and the
Speaker of the House of Representatives no later than April 4, 2016.  An interim report
detailing the status of the study, findings to date, and study details yet to be finalized shall
be submitted to aforementioned parties on or before Monday, February 1, 2016.  The interim
and final reports shall also be made available to the public simultaneously.
BE IT FURTHER RESOLVED that a suitable copy of this resolution be transmitted
to the secretary of the Department of Transportation and Development.
