WHEREAS, the safety and well-being of children is a paramount concern of this
state; and
WHEREAS, the family, which serves as a child's primary source of love, identity,
self-esteem, and support, is the very foundation of our state's communities; and
WHEREAS, in Louisiana, more than eight thousand children and youth are served
annually in foster care, and are provided with safe, secure, and stable homes along with the
compassion and love of foster families; and
WHEREAS, each young person in foster care needs a meaningful connection to a
caring adult who is a supportive and lasting presence in their lives; and
WHEREAS, foster, kinship, and adoptive families play a vital role in helping
children and families to heal and reconnect, thereby launching young people into successful
adulthood; and
WHEREAS, dedicated foster families frequently adopt foster children, resulting in
a need for more foster families; and
WHEREAS, numerous individuals, working in both volunteer and professional
capacities, and a wide array of community- and faith-based organizations strive every day
to increase public awareness of the needs of children in foster care, including the special
needs of those leaving foster care, and to make the enduring and valuable contribution of
foster parents known to the people of this state.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
