HOUSE RESOLUTION NO. 174

COMMENDATIONS: Commends Joshua Cayer upon attaining the rank of Eagle Scout
1 A RESOLUTION
2To commend Joshua Cayer upon achieving the rank of Eagle Scout.
3 WHEREAS, it is appropriate to commend and celebrate the accomplishments of
4Joshua Cayer of Boy Scouts of America Troop 322 on the memorable and historic occasion
5of his attainment to the prestigious rank of Eagle Scout; and
6 WHEREAS, the purpose of Boy Scouts of America, founded on February 8, 1910,
7and chartered by the United States Congress in 1916, is to provide an educational program
8for boys and young adults to build character, to train in the responsibilities of participating
9citizenship, and to develop personal fitness; and
10 WHEREAS, to earn the rank of Eagle Scout, the highest rank in Scouting, a Boy
11Scout must fulfill all requirements of leadership, service, and outdoor skills; an Eagle Scout
12must earn twenty-one merit badges which signify the mastery of Scouting skills, including
13Citizenship in the Community, Citizenship in the Nation, and Citizenship in the World; and
14 WHEREAS, in addition to the merit badges Joshua Cayer has earned in his twelve
15years of Scouting, Joshua graduated from Catholic High School where he participated on the
16bowling team, acted as the school mascot, and served as the historian of the Latin Club; and
17 WHEREAS, Joshua Cayer plans to attend Louisiana Tech University in the Fall of
182015 and major in aviation management and history; he also plans to join the Air Force
19R.O.T.C. detachment to train for entry into the Air Force as a pilot; and
20 WHEREAS, only a small percentage of Boy Scouts attain the Eagle Scout rank; it
21takes a uniquely motivated man to achieve the five important responsibilities of an Eagle

1Scout, which are honor, loyalty, courage, cheer, and service to God and country, and Joshua
2Cayer embodies these ideals; and
3 WHEREAS, presented with his Eagle Scout badge, Joshua Cayer joins the ranks of
4such esteemed and respected Eagle Scouts as the Honorable Gerald R. Ford, the thirty-eighth
5president of the United States; Captain James Lovell, the commander of the Apollo 13 space
6flight; Neil Armstrong, the first man to walk on the moon; acclaimed filmmaker Steven
7Spielberg; Mike Rowe, host of the television show Dirty Jobs; and Bill Gates, the founder
8of Microsoft; and
9 WHEREAS, the legacy for the Boy Scouts of America is indeed a rich one, for it not
10only includes a history of service and proud citizenship which spans nearly a century, but
11it also includes the history of service and singular accomplishments of Joshua Cayer, a
12young man to be recognized and commended by future Eagle Scouts and his community for
13the deep human values and genuine spirit of good fellowship that he inspires, and his fine
14examples of the hard work and integrity requisite to the rank of Eagle Scout.
15 THEREFORE, BE IT RESOLVED that the House of Representatives of the
16Legislature of Louisiana does hereby commend and honor Joshua Cayer on the historic
17occasion of his attainment to the rank of Eagle Scout; does hereby express utmost gratitude
18and respect for the exemplary strides he has taken as a Scout and a citizen; does hereby
19congratulate Joshua Cayer and the members and leaders of Troop 322 as they commemorate
20the significant event of Mr. Cayer's pledge of eternal loyalty to the code of the Eagle Scout;
21and does hereby extend best wishes to Joshua Cayer for full measures of happiness and
22success in all of his future endeavors.
23 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
24to Joshua Cayer.
