HLS 15RS-4136 ORIGINAL 2015 Regular Session HOUSE RESOLUTION NO. 175 BY REPRESENTATIVE HODGES HOMELAND SECURITY: Creates a task force to study the impact of illegal immigration on Louisiana taxpayers 1 A RESOLUTION 2To create a task force to study, identify, analyze, recommend, and report on the fiscal, 3 medical, nutritional, educational, judicial, criminal, penal, and economic impact of 4 illegal immigration on the state of Louisiana; and 5 WHEREAS, a comprehensive study is needed in the state of Louisiana to inform 6policymakers and citizens alike concerning the effects of illegal immigration, so that useful 7and critical information may be produced to guide and direct the efforts of the state's private 8and public sectors in addressing this issue in order to secure the trust and confidence of our 9citizens; and 10 WHEREAS, recent closures of Louisiana hospitals have reportedly been prompted 11by uncompensated use of these institutions by individuals illegally present in the United 12States; and 13 THEREFORE, BE IT RESOLVED that the House of Representatives of the 14Legislature of Louisiana does hereby create a task force to study, identify, analyze, 15recommend, and report on the fiscal, medical nutritional, educational, judicial, criminal, 16penal, and economic impact of illegal immigration on the state of Louisiana. 17 BE IT FURTHER RESOLVED that the task force shall obtain information, and shall 18have the power of subpoena to obtain such information from the Department of Health and 19Hospitals, the Department of Children and Family Services, the Department of Education, 20the Louisiana Workforce Commission, the Department of Corrections, and any other state Page 1 of 3 HLS 15RS-4136 ORIGINAL HR NO. 175 1agencies deemed appropriate, and the appropriate state and local law enforcement officials, 2all of whom shall cooperate with the task force in their requests for information. 3 BE IT FURTHER RESOLVED that the task force shall be composed of the 4following members: 5 (1) A member of the House of Representatives to be appointed by the speaker. 6 (2) A member of the Louisiana congressional delegation. 7 (3) The executive director of the Louisiana Sheriff's Association or his designee. 8 (4) The president of the Louisiana Association of Chiefs of Police or his designee. 9 (5) The superintendent of Louisiana State Police or his designee. 10 (6) A representative from the Center for Security Policy. 11 (7) A representative from the Eagle Forum. 12 (8) A representative from the Louisiana Hospital Association. 13 (9) A representative from the National Federation of Independent Businesses. 14 (10) A representative from the United States Immigration and Customs 15Enforcement, New Orleans field office. 16 (11) A judge or justice of the state of Louisiana's judiciary appointed by the chief 17justice of the Louisiana Supreme Court. 18 (12) A representative from the Louisiana District Attorney's Association. 19 BE IT FURTHER RESOLVED that the members of the task force shall serve 20without compensation. The task force shall meet no less than two times at the call of the 21chairperson or upon an affirmative vote of a majority of the task force. All members must 22be notified in writing of all meetings at least eleven days before the date on which a meeting 23of the task force is scheduled. A majority of the membership of the task force shall 24constitute a quorum, which shall elect the chairman of the task force at its first meeting. 25 BE IT FURTHER RESOLVED that the chair shall call an initial meeting of the task 26force no later than October 1, 2015, and hold meetings at the times and in the places it may 27deem appropriate and necessary to fulfill its charge. 28 BE IT FURTHER RESOLVED that the task force shall prepare and submit a final 29report that contains a detailed statement of the findings and policy recommendations of the 30task force to the governor, the speaker of the House of Representatives, and the chairman Page 2 of 3 HLS 15RS-4136 ORIGINAL HR NO. 175 1of the House Committee on Judiciary not later than thirty days prior to the beginning of the 22016 Regular Session of the Legislature of Louisiana. 3 BE IT FURTHER RESOLVED that the task force shall be abolished upon 4submission of the report. 5 BE IT FURTHER RESOLVED that this Resolution reaffirms the Louisiana 6Legislature's commitment to policy solutions relative to their fiscal impact on this state and 7its taxpayers. 8 BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to the 9state departments and appointing entities named in this Resolution.
