HLS 15RS-4579 ORIGINAL 2015 Regular Session HOUSE RESOLUTION NO. 177 BY REPRESENTATIVE STUART BISHOP COASTAL RESOURCES: Urges and requests the division of administration and the Coastal Protection and Restoration Authority to study the feasibility of using alternative delivery methods for large scale coastal restoration projects 1 A RESOLUTION 2To urge and request the division of administration and the Coastal Protection and 3 Restoration Authority to fully explore the construction manager at risk project 4 delivery and procurement process, and to utilize it to its fullest capability, in order 5 to expedite the commencement and delivery of multiple large scale coastal 6 restoration projects previously identified by the Coastal Protection and Restoration 7 Authority as necessary to address the state's immediate coastal erosion threat. 8 WHEREAS, the legislature has previously enacted legislation authorizing use of the 9Construction Manager at Risk (CMAR) procurement process to expedite the delivery of 10infrastructure and construction projects for public entities in Louisiana; and 11 WHEREAS, the CMAR process has been an effective tool to leverage and 12incentivize the competencies of the construction industry in Louisiana, as well as to reduce 13the project delivery time on large scale construction projects authorized by public entities; 14and 15 WHEREAS, Louisiana has an urgent and widespread need to commence numerous 16coastal restoration projects that have been identified by the Coastal Protection and 17Restoration Authority in order to avoid further irreparable loss of its fragile coastal 18marshland. 19 THEREFORE, BE IT RESOLVED that the House of Representatives of the 20Legislature of Louisiana does hereby request that the division of administration and the Page 1 of 2 HLS 15RS-4579 ORIGINAL HR NO. 177 1Coastal Protection and Restoration Authority fully explore the construction manager at risk 2procurement process project delivery and procurement process, and utilize it to its fullest 3capability, to expedite the commencement and delivery of multiple large scale coastal 4restoration projects previously identified by Coastal Protection and Restoration Authority 5as necessary to address the state's immediate coastal erosion threat. 6 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 7commissioner of administration and the governor's executive assistant for coastal activities.
