ORIGINAL 2015 Regular Session HOUSE RESOLUTION NO. 202 BY REPRESENTATIVE FANNIN A RESOLUTION To commend Sharon Perez upon her retirement as a public finance specialist for the Louisiana House of Representatives after forty years of highly productive and effective state public service. WHEREAS, it is appropriate to extend a sincere and heartfelt measure of commendation to Sharon Perez for an outstanding career in public service upon her retirement from the staff of the Louisiana House of Representatives; and WHEREAS, Sharon Perez has shared her time and talents as a state employee since June of 1975, when she began her long and distinguished career with the office of the state treasurer, where her titles included bond analyst, local debt manager, and debt officer and where in 1996 she became the executive director of the Bond Commission, a position in which she served with great distinction; and WHEREAS, Sharon's tenure with the Bond Commission ended in 2004 when Governor Kathleen Babineaux Blanco named her undersecretary for the office of management and finance at the Department of Economic Development; and WHEREAS, Sharon served as the undersecretary of this office, which is the administrative arm of the state's economic programs and includes management and finance, accounting, budget development and control, procurement and contract management, information technology, program analysis, and personnel management, until joining the House of Representatives staff as a public finance specialist in 2008; and WHEREAS, among Sharon's duties as a public finance specialist has been her service as the House of Representatives staff liaison to the Bond Commission, including meeting for agenda review prior to each commission meeting and serving as a working group member on various state issues; her participation in this capacity has included many Page 1 of 3 HR NO. 202 ORIGINAL meetings and conference calls as well as reviewing and editing various bond documents, presentations, reports, and preliminary official statements; and WHEREAS, Sharon has also served as the speaker's representative on the executive Committee of the Bond Commission, evaluating on his behalf proposals submitted by bond attorneys and underwriting firms for various state level financing; and WHEREAS, prior to her state employment, Sharon, who is a native of Lebeau, Louisiana, and has a bachelor of science degree in business administration from Louisiana State University, was an accountant in the trust department of American Bank and a credit analyst for Louisiana National Bank; and WHEREAS, Sharon is married to Frank Perez, who is a retired state employee and was general counsel for the Department of Health and Hospital for many years, and the mother of Stephanie Christine Blanchard and has served as a board member for the Louisiana's Women's Policy and Research Committee, the Louisiana Transportation Authority, the East Baton Rouge Mortgage Finance Authority, YELP!, and the Baton Rouge Gallery; she is an avid traveler and fan of all Louisiana State University sports and the New Orleans Saints and has an extraordinary love for all animals; and WHEREAS, upon her retirement, Sharon will be greatly missed by the members and staff of the Louisiana House of Representatives, who will continue to respect and admire her, value her friendship, and appreciate her vast knowledge of movies, Broadway plays, and exotic foods; and WHEREAS, Sharon Perez will remain an inspiration to her fellow citizens for the vital contributions she has made in her career of highly effective public service, and she merits the highest commendation and sincere congratulations for her exemplary term of service and for her singular contributions to this state, whose citizens will long reap the benefits of her legacy of excellence and professionalism. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby commend Sharon Perez upon her retirement as a public finance specialist for the Louisiana House of Representatives; does hereby record for posterity her noble accomplishments during four decades of dedicated and productive state public service; does hereby express gratitude for her many years of distinguished service and for the able assistance she has given to the House of Representatives, its members, and staff; Page 2 of 3 HR NO. 202 ORIGINAL does hereby pay tribute to her for the generous way in which she has dedicated her intelligence and her energy to the service of her state; does hereby express enduring appreciation for the deep sense of pride and honor she brings to the House of Representatives, the legislature, and the state of Louisiana; and does hereby extend to her every good wish for continued success and happiness in all of her future endeavors.
