HOUSE RESOLUTION NO. 28
BY REPRESENTATIVE THIERRY
A RESOLUTION
To commend Francis Melancon, Jr., the oldest African American licensed horse trainer in
the United States.
WHEREAS, Francis Melancon, Jr., has spent more than sixty of his eighty years of
life training horses; he still makes his way most mornings to barn Q at Evangeline Downs
Training Center in Carencro; and
WHEREAS, Mr. Melancon holds the distinction of being the oldest African
American licensed horse trainer in the United States; he enjoys his "kids", as he calls the
horses he works with, and fondly recalls the name of the first horse he trained, Sassy Bee;
and
WHEREAS, the citizens of Louisiana are proud of the longevity Francis Melancon,
Jr., has displayed in his horse training career; Mr. Melancon deserves special merit for
attaining the singular honor of being the oldest African American licensed horse trainer in
the United States.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Francis Melancon, Jr., upon becoming the
oldest African American licensed horse trainer in the United States; does hereby offer
Mr. Melancon sincere and hearty congratulations; and does hereby extend best wishes for
many more years of happiness with his equine friends.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Mr. Francis Melancon, Jr.
