[R.S. 1:13(B) and 24:177(E)] HR 30 Engrossed 2015 Regular Session Richard Abstract: Provides that the Committee on Appropriations is comprised of 21 members, 11 appointed and 10 elected members. Provides that the Speaker appoints 11 members from the state at large. For the 10 elected members, provides that two are elected from each of the five PSC districts. Present House Rule provides that the Committee on Appropriations is comprised of 25 members, seven elected (one each by the members residing in each congressional district, respectively) and 18 appointed by the Speaker. Of the appointed members, one of the appointed members shall be a resident of each of the Public Service Commission districts respectively, one of the appointed members shall be a resident of each of the congressional districts respectively, and six members shall be appointed from the state at large. Proposed House Rule provides instead that the committee is comprised of 21 members, 11 appointed by the Speaker and 10 elected. The 11 appointed members shall be appointed from the state at large. Of the 10 elected members, two shall be residents of and elected by the members residing in each Public Service Commission district respectively. Further specifies that in the case of a vacancy of an elected member, the vacancy election shall be held from the Public Service Commission district as it existed at the time of the original election. Effective Nov. 21, 2015, for election purposes; effective for all purposes on Jan. 11, 2016. (Amends House Rules 6.4(A), (B), (C), and (D) Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on House and Governmental Affairs to the original resolution: 1. Provide for 11 rather than six appointed members and 10 rather than 15 elected members. 2. Remove provisions that the members of the Appropriations Committee elect the chairman and vice chairman of the committee at the organizational session of the legislature.
