HOUSE RESOLUTION NO. 33
BY REPRESENTATIVE HODGES
EDUCATION:  Requests schools and state and local educational agencies to address the
educational implications of dyslexia
1	A RESOLUTION
2To urge and request schools and state and local educational agencies to recognize that
3 dyslexia has significant educational implications that must be addressed.
4 WHEREAS, dyslexia is defined as an unexpected difficulty in reading for an
5individual who has the intelligence to be a much better reader; it reflects a hardship in
6acquiring and processing sounds of spoken language which typically impacts speaking,
7reading, spelling, and often, learning a second language; and
8 WHEREAS, dyslexia is highly prevalent and persistent; in some form, dyslexia
9affects one out of five individuals; and
10 WHEREAS, dyslexia is a paradox and it is often found that the same individual who
11has a weakness in decoding or a weakness in reading fluency also has strengths in higher
12level cognitive functions, such as reasoning, critical thinking, concept formation, and
13problem solving; and
14 WHEREAS, great progress has been made in understanding dyslexia at a scientific
15level, including its epidemiology, and cognitive and neurobiological bases; and
16 WHEREAS, diagnosis of dyslexia is critical and it must lead to focused, evidence-
17based interventions, necessary accommodations, self-awareness, self-empowerment, and
18success in school and life.
19 THEREFORE, BE IT RESOLVED that the House of Representatives of the 
20Legislature of Louisiana does hereby urge and request schools and state and local

1educational agencies to recognize that dyslexia has significant educational implications that
2must be addressed.
