HOUSE RESOLUTION NO. 40
BY REPRESENTATIVE HALL
COMMENDATIONS:  Commends Mr. Hebert B. Dixon, Sr. for his many years of
dedicated public service
1	A RESOLUTION
2To commend former state representative Herbert B. Dixon, Sr., for his many years of
3 dedicated and distinguished public service to Rapides Parish and the state of
4 Louisiana.
5 WHEREAS, a native of Rapides Parish, Herbert B. Dixon, Sr., is the loving husband
6to Janet Hartwell Dixon and the proud father of five children: Herbert, Jr., Temika, Clayton,
7Rydell, and Britanny; and
8 WHEREAS, in 1967, Mr. Dixon graduated from Peabody High School in
9Alexandria, Louisiana and earned a bachelor of science degree from Southern University in
101971; and
11 WHEREAS, as an honorable sailor in the United States Navy, bravely serving from
121972 through 1978, Mr. Dixon earned a Yeoman Class "A" Certificate in San Diego,
13California; and
14 WHEREAS, upon ending his military career, Mr. Dixon began to study at George
15Washington University in Washington, D.C, and would later earn a master of education
16degree from Southern University in 1975, and further earn thirty hours above a master's
17degree from Northwestern State University; and
18 WHEREAS, after completing his formal education, Mr. Dixon continued his
19commitment to education by becoming a teacher at Bolton High School in Alexandria,
20Louisiana, where he taught social studies; and

1 WHEREAS, in 1980, Mr. Dixon became the staff representative for the Louisiana
2Federation of Teachers because of its mission to champion fairness, democracy, economic
3opportunity, and high-quality public education, healthcare and public services for students
4and their families through community engagement, organization, collective bargaining, and
5political activism; and
6 WHEREAS, in November 1992, Mr. Dixon was elected to the Rapides Parish School
7Board where he served as a member for fifteen years and consistently demonstrated a
8dedicated spirit and an intense determination to improve the quality of public school
9education in Rapides Parish; and
10 WHEREAS, in 2007, Representative Dixon was elected to the Louisiana House of
11Representatives as the representative for House District No. 26, where he served his
12constituents with integrity and commitment, always keeping their interests as the driving
13force behind his decisions; and
14 WHEREAS, as a member of the Louisiana Legislature, Representative Dixon
15introduced legislation that focused on improving the lives of all people, including legislation
16to establish a state minimum wage, to offer protection of public school teachers and other
17employees from physical abuse by students, and to combat dating violence in schools; and 
18 WHEREAS, during his distinguished tenure at the Louisiana House of
19Representatives, Representative Dixon served on the House committees on commerce;
20education; house and governmental affairs; transportation, highways, and public works; and
21as chairman of the House Committee on Labor and Industrial Relations; and 
22 WHEREAS, Representative Dixon was also an active member of the Louisiana
23Legislative Black Caucus, the Louisiana Democratic Caucus, and the Louisiana Rural
24Caucus; and
25 WHEREAS, in addition to his tremendous and unwavering public service to
26education and government in our state, Mr. Dixon has been actively involved in his
27community throughout his life and is affiliated with many organizations including Alpha Phi
28Alpha Fraternity, Inc., Cenla's Best, Rapides Democratic Executive Committee, Warhorse
29Tailgate Association, Inc., Southern University Alumni Association, the D.A. Anderson
30Scholarship Committee and Zion Hill Church, where he worships as well as leads a

1governmental affairs educational outreach program that educates young church members
2about government; and
3 WHEREAS, after ending his service as state representative, Mr. Dixon is entering
4a new phase of public service and continuing his work as a lifelong advocate for the
5improvement of lives and accessibility to quality education by joining the Louisiana
6Workforce Commission as its Outreach Director; and
7 WHEREAS, as Outreach Director, Mr. Dixon will work with local Workforce
8Investment Boards and community partners to connect individuals who live in disadvantaged
9areas of the state with quality jobs; and
10 WHEREAS, Herbert Dixon is revered as an individual of strong character with a
11steadfast commitment to service which constructed an unwavering legacy of leadership in
12the central Louisiana area which he continues today.
13 THEREFORE, BE IT RESOLVED that the House of Representatives of the
14Legislature of Louisiana does hereby commend Herbert B. Dixon, Sr., for his stellar career
15in education and government and his faithful commitment to the people of central Louisiana
16and does hereby extend to Mr. Dixon best wishes as he embarks upon new challenges and
17endeavors.
18 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
19to Mr. Herbert B. Dixon, Sr.
